Noosa Council

PO Box 6380
MAROOCHYDORE QLD 4558

For the Attention of Glen Conforti

Application No: MCU20/0128
Street Address: 32 Viewland Dr Noosa Heads
Subject: Response to Information Request (08/12/20)

Dear Glen
We refer to the above application. This letter has been prepared in response to the traffic engineering items
(i.e dot points 1, 3 & 12 of your email 8th December 2020)

1. Issue - Pedestrian connectivity
Given the topography, please demonstrate the site location is suitable for its intended use having
regard to the above Performance Outcomes.
         a. In this part of Viewland Drive the footpath is located on the north side of the road only. No
pedestrian connectivity detail to this footpath has been provided.
Response:
Youngcare is a not-for-profit organisation that supports young people from 18-65 with High Physical support
needs in high quality purpose-built accommodation across Queensland. The general manager of Youngcare
has provided an overview of their operation including detail of the residents on site, their level of mobility
and parking demand (refer Attachment A).
Youngcare advise that:
“Within our current portfolio of completed projects, residents with High Physical Support needs who
Youngcare assists, do not drive and do not own vehicles. They primarily utilise taxis and Approved Care
Providers vans to access the community.
A proportion of Youngcare residents at Viewland Drive will have PowerDrive wheelchairs that have the
capacity to travel up and down the sloped footpaths as experienced in Noosa.”

As a consequence, the demand for residents to walk to from the site to destinations within the area is very
limited and those that could, would likely be using power driven wheelchairs which could readily traverse
the topography. We note that the footpath is on the northern side of the road. This is common practice for
residential streets. Residents associated with all land uses on the southern side of Viewland Dr would cross

                                                                                                       Page 1

the road to utilise this footpath. It may be appropriate for Council to condition the applicant to construct a
kerb ramps on either side of the carriageway in the vicinity of the subject site to allow mobility impaired
residents to cross the road.

3. Issue – Traffic / carparking

The development is providing the minimum number of car parking spaces outlined in AO6.1 Table
9.4.1.4 of the Driveways and Parking Code. It is noted that this is a minimum requirement and given
that Viewland Drive has significant on street parking issues, there is concern that any visitor/overflow
resident parking, places further negative pressure on the availability of on street parking. There is
concern the number of spaces proposed is not sufficient for the intended use.
         a. Please provide a carparking report that demonstrates the number of spaces is sufficient for
              the intended use.
Response:
Where an applicant complies with an Acceptable Outcome of a code, it is a deemed to comply with the
stated Performance Outcome.
AO6.1 States:
“The number of car parking spaces, motor cycle spaces, bicycle spaces and loading bays is not less than the
minimum number specified in Table 9.4.1.4 Minimum parking requirements including end of trip facilities.”
The proposed use is a Residential Care Facility, the acceptable solution for parking is:

         • one space per four residential care beds; and
         • one space for an emergency vehicle
The proposal consists of 20 rooms/beds which requires 5 parking spaces + 1 ambulance space.
The plans show the required 5 parking spaces + 1 ambulance bay as required under the Planning Scheme.
Notwithstanding this compliance, Youngcare have provided further detail on the parking requirements for
the site (refer Attachment A). The residents on site are aged between 18 & 65. These residents are
understood to have high physical support needs and are not able to drive and do not own cars. They are
reliant upon taxis and approved care providers for travel. As a consequence, the parking on site be used by
carers and occasional visitors. We understand there would be 2 carers on the subject site at anytime which
leaves 3 spaces for the occasional visitor in addition to an ambulance bay. Youngcare have confirmed that
the level of parking proposed is adequate to meet their needs.
We anticipate that all parking demand will be accommodated on-site with no reliance upon kerbside parking.
In terms of site generated traffic, this will be negligible.

12. Issue – Access
The proposed access driveway to the development will likely impact on the existing public onstreet
parking along the frontage of the site. Assessment and management of the impact is required.
     Provide the following information:
         a. Assessment of the impact of the new driveway on the number of on-street parking.
         b. Linemarking for the parking spaces along the frontage of the site, particularly in proximity
to the access driveway that aims at preventing loss of any public parking spaces.
         c. Appropriate treatment measures (eg linemarking, pavement marking and/or raised islands)
to provide sufficient safety separation between parked vehicles and the access driveway.

                                                                                                         Page 2

Response:
The subject site is entitled to a lawful point of access. The existing site has a crossover which is 4.0m wide,
the proposed crossover s 5.0m wide, which will have no material impact on the capacity of kerbside
parking.
The residents on-site have high care needs and do not own cars. As noted in our response to item 3, all of
the parking demand associated with the use can be accommodated on site with no reliance on kerbside
parking. In practice this will continue to allow other members of the community to park kerbside fronting
the applicants land. No formal parking restrictions are required as motorists must lawfully keep driveways
clear at all times.

Should you have any queries regarding the above, please do not hesitate to contact the undersigned.

DEVELOPMENT APPLICATION

VIEWLAND DRIVE, NOOSA HEAD

4th February 2021

Youngcare is pleased to provide the following information in support of the Development
application at Viewland Drive Noosa Heads.

Youngcare Residents

Youngcare supports young people from 18-65 with High Physical support needs in high quality
purpose-built accommodation across Queensland (and soon to be nationally). It is proposed that all
residents that call the development at Viewland Drive home, will be approved by the National
Disability Insurance Scheme as needing High Physical Support accommodation as defined by the
Specialist Disability Accommodation guidelines.

Care Support

To support residents in their homes, Youngcare and our residents of Viewland drive and their
families will complete an exhaustive approval process to nominate an approved Care providers for
the residents on site. Within their scope they will provide care 24 hours a day 7 days a week to
residents and there will be staff on-site 24/7. The number of staff will be determined by their SDA
care package and nominated by the NDIS.

Residents accessing the community

Within our current portfolio of completed projects, residents with High Physical Support needs who
Youngcare assists, do not drive and do not own vehicles. They primarily utilise taxis and Approved
Care Providers vans to access the community.

A proportion of Youngcare residents at Viewland Drive will have PowerDrive wheelchairs that have
the capacity to travel up and down the sloped footpaths as experienced in Noosa.

Page 6

Carparking Analysis

Noting the above and Youngcare’s experience in Disability Accommodation across a number of
completed developments, the carparking numbers provided at Noosa are adequate. We would
note that on a similar sized development in Wooloowin Brisbane with 10 residents in a mix of
dwelling types (similar to the proposed development at Noosa) they access 5 communal carparks.
There are separate carports on the site however they are not utilised.

Within the proposed development at Noosa Springs, Youngcare will utilise the Ambulance bay for
the parking of all medical staff including nursing staff and visiting doctors. The Carers occupying
both OOA rooms will utlise one car space each. This will leave the remaining 3 carspaces for visiting
family and friends.

Please confirm if you need any further supporting information for this application.

Kind regards
