RFI - Parking Response
the road to utilise this footpath. It may be appropriate for Council to condition the applicant to construct a
kerb ramps on either side of the carriageway in the vicinity of the subject site to allow mobility impaired
residents to cross the road.
3. Issue – Traffic / carparking
The development is providing the minimum number of car parking spaces outlined in AO6.1 Table
9.4.1.4 of the Driveways and Parking Code. It is noted that this is a minimum requirement and given
that Viewland Drive has significant on street parking issues, there is concern that any visitor/overflow
resident parking, places further negative pressure on the availability of on street parking. There is
concern the number of spaces proposed is not sufficient for the intended use.
a. Please provide a carparking report that demonstrates the number of spaces is sufficient for
the intended use.
Response:
Where an applicant complies with an Acceptable Outcome of a code, it is a deemed to comply with the
stated Performance Outcome.
AO6.1 States:
“The number of car parking spaces, motor cycle spaces, bicycle spaces and loading bays is not less than the
minimum number specified in Table 9.4.1.4 Minimum parking requirements including end of trip facilities.”
The proposed use is a Residential Care Facility, the acceptable solution for parking is:
• one space per four residential care beds; and
• one space for an emergency vehicle
The proposal consists of 20 rooms/beds which requires 5 parking spaces + 1 ambulance space.
The plans show the required 5 parking spaces + 1 ambulance bay as required under the Planning Scheme.
Notwithstanding this compliance, Youngcare have provided further detail on the parking requirements for
the site (refer Attachment A). The residents on site are aged between 18 & 65. These residents are
understood to have high physical support needs and are not able to drive and do not own cars. They are
reliant upon taxis and approved care providers for travel. As a consequence, the parking on site be used by
carers and occasional visitors. We understand there would be 2 carers on the subject site at anytime which
leaves 3 spaces for the occasional visitor in addition to an ambulance bay. Youngcare have confirmed that
the level of parking proposed is adequate to meet their needs.
We anticipate that all parking demand will be accommodated on-site with no reliance upon kerbside parking.
In terms of site generated traffic, this will be negligible.
12. Issue – Access
The proposed access driveway to the development will likely impact on the existing public onstreet
parking along the frontage of the site. Assessment and management of the impact is required.
Provide the following information:
a. Assessment of the impact of the new driveway on the number of on-street parking.
b. Linemarking for the parking spaces along the frontage of the site, particularly in proximity
to the access driveway that aims at preventing loss of any public parking spaces.
c. Appropriate treatment measures (eg linemarking, pavement marking and/or raised islands)
to provide sufficient safety separation between parked vehicles and the access driveway.
