Sufficient grounds to justify the proposal, despite this conflict are detailed in sections 7.7 and 7.8 of the
report below.

7.7 NOOSA JUNCTION PLACEMAKING STRATEGY

While not a statutory document, Council endorsed the Noosa Junction Placemaking Master Plan at its
Ordinary Meeting, 15 September 2010. The Noosa Junction Placemaking Strategy aims to provide an
inspirational and functional framework to guide future development within the Noosa Junction
commercial precinct.

Key findings and recommendations of the opportunities and constraints analysis, of particular relevance
to the site and this application include:

• … A key opportunity exits to create a ‘green plaza’ by extending Arcadia Street, through to the
northern side of Sunshine Beach Road and south to Pinaroo Rotary Park, to link disparate elements,
bring nature into the centre and provide an identifiable community space.

• … There are opportunities to improve the frontage and interface along Pinaroo Rotary Park…

• A new link road between Noosa Drive and Arcadia Street, running alongside the northern boundary
of Pinaroo Rotary Park, has been identified as a way of enticing and attracting parole into the heart
of Noosa Junctions, whilst also activating the Pinaroo Park edge.

• … Noosa Bowls Club and Noosa Fair Shopping Centre…are critical land holdings in the successful
      urban design of Noosa Junction.

• Key development sites identified include the Noosa Fair Shopping Centre, the Noosa Bowls Club…

• There is a lack of accommodation in the study area, and limited housing choice, therefore there
may be opportunities to include shop-top housing and mixed use developments.
