Planning Report
KHA Development Managers 11469
The Planning, built from and development diagram (Figure 5 above) identifies those particular urban
design and built form considerations that may be considered to provide input into a new planning
scheme for the Noosa Junction Centre and recognises the Noosa Bowls Club site as a key site for
redevelopment. These considerations include:
• Possible opportunities for land swap between the Bowls Club site and the existing Council car park
to create a new northwest/southwest road connection from Noosa Drive alongside Pinaroo Rotary
Park.
• Bowls Club site to be considered for commercial use with active frontage to Arcadia Street when the
new planning scheme is prepared.
• Key frontages requiring a high level of activation, including the incorporation of ground level retail,
awnings, streetscape dining and shopping, wide pedestrian pathways, streetscape planting and the
retention of significant vegetation.
• The identification of key corners that will become important to strengthening the link and
wayfinding between Pinaroo Rotary Park, Sunshine Beach Road and Arcadia Way. Redevelopment
of the Bowls Club and Noosa Fair present an opportunity for built form to respond to the proposed
streetscape upgrades and improved linkage from Arcadia Street extending through to Pinaroo
Rotary Park.
Comment: The proposed development has particular regard to the Noosa Junction Placemaking Master
Plan and the key outcomes identified above. The proposal incorporates these key design and land use
elements and will deliver these positive outcomes for Noosa Junction at no cost to Council or the
community. While the Noosa Junction Placemaking Master Plan is not a statutory document, it
represents the most current forward planning direction for Noosa Junction supported by Council and
community views. This Placemaking strategy provides strong planning grounds in support of the
proposal.
7.8 TOWN PLANNING GROUNDS
As demonstrated by the assessment against the Noosa Plan above, the only potential conflict with a
relevant instrument is specific outcomes O7, O80 and O81 of the Noosa Heads Locality Code.
These specific outcomes relate to height and consistent and inconsistent uses within the Community
Services Zoned part of the site. While the residential units exceed height and the tavern, liquor outlet,
offices and residential units are inconsistent uses, the proposal does not offend the other provisions of
relevance in the Locality Code.
In the circumstances, it is suggested that to the extent that there is any conflict with the planning
scheme it must be minor or of a technical nature only. Despite this, the following are planning grounds
that are sufficient to overcome any conflict:
1. The proposal is supported by the Noosa Junction Placemaking Strategy and will deliver the key
outcomes identified for the site by the Noosa Junction Placemaking Master Plan at no cost to
Council or the community;
2. There is a community need for the proposed development (as demonstrated by the Retail liquor
and hotel needs assessment);
3. The proposal will result in economic and social benefits including increased shopping choice,
amenity and convenience and additional employment opportunities;
4. The continued use of the bowls club use is no longer viable on the site and will cease regardless of
this application in May 2015. The retention of a bowling green or constructing a new synthetic
