2.0 INTRODUCTION

This Town Planning Report has been prepared to support a development application for Material
Change of Use for a Mixed Use development at 99 Noosa Drive, 3 & 29 Lanyana Way, Noosa Heads,
described as Lot 3 on RP884396, Lot 54 on RP139776 & Lot 2 on RP889596. The proposal comprises a
tavern, liquor barn, shops, education and residential units.

The site is subject to the Noosa Plan and included within Noosa Heads Locality with a zoning of
Business Centre and Community Services. The site is included in the ‘Urban Footprint’ under the South
East Queensland Regional Plan 2009-2031. The proposed uses are defined as Entertainment and Dining
Business Type 3 Bar, Retail Business Type 2 Shop & Salon, Commercial Business Type 1 Office,
Education Type 3 Adult and Multiple Housing Type 4 Conventional.

The proposed Material Change of Use is subject to Impact Assessment under the applicable Assessment
Table for the Noosa Heads Locality.

The purpose of this Town Planning Report is to describe the characteristics of the subject site and
surrounding land uses, detail the proposed development and provide an assessment against the
applicable planning provisions.

This Town Planning Report and attached supporting documentation, including proposal plans, landscape
concept plan, traffic engineering report, preliminary civil plans, stormwater management plan, economic
acoustic report and economic report should be read in conjunction with the accompanying covering
letter, and IDAS development application forms.
