KHA Development Managers 11469 4.0 PROPOSED DEVELOPMENT This application seeks a Development Permit for a Material Change of Use for a Mixed Use development comprising a Tavern, Liquor Barn, Shops, Office, Education and Residential Units to be established in accordance with the accompanying Proposal Plans. The proposed development will be undertaken in 2 stages and will be subject to future lot reconfiguration and road dedication. The proposed development components include - Stage 1: New Road A new link road between Arcadia Street and Noosa Drive, running alongside the northern boundary of Pinaroo Rotary Park. This will provide a ‘green plaza’ by extending Arcadia Street and an active frontage to Pinaroo Park. Tavern and Liquor Outlet The existing Bowls club building will be converted into a tavern (1,115m2) and liquor outlet (1,180m2). The tavern includes a public bar, bistro, gaming lounge, a function room, outdoor beer garden and children’s play area. The liquor outlet includes retail sales area and back of house areas. Shops An active frontage of shops along the southern side of the ‘green plaza’ Arcadia Street extension. The ground floor will contain retail tenancies (800m2) and a public amenities building (40m2). Level one will contain commercial tenancies (225m2). This component will include a new breakthrough into the existing Noosa Fair courtyard and will provide activation of the existing centre to the Arcadia Street extension. Stage 2: Residential Building A 3 storey residential unit building (2,128m2) fronting the link road along Pinaroo Rotary Park. The building will incorporate 26 units, comprising 7 x 1 bedroom and 19 x 2 bedroom units, ranging in area from 62m2 to 85m2, plus an external balcony or courtyard. A basement, directly accessing Pinaroo Way, is proposed to accommodate residential vehicle/bicycle parking and storage. Commercial Development A 2 storey commercial building (1,725m2) fronting the northern side of the ‘green plaza’ Arcadia Street extension is to be used for commercial office and education purposes. The building includes a basement for staff and visitor parking, with elevator access from the basement through to the first floor. BUILT FORM The proposal maintains a medium rise built form with a maximum height of 10.94 metres. The total gross floor area of proposed new buildings is 7,213m2 with a stage 1 site cover of approximately 18% and a stage 2 site cover increasing to approximately 27%. The proposal achieves a contemporary, architecturally designed development with building articulation and variation in building materials and treatments. Building materials will include light weight cladding (timber weatherboards, fc sheeting, metal sheeting), blockwork, aluminium glazing, screening (hardwood battens, aluminium blades, perforated aluminium slatting) and metal deck roofing. All car parking areas have been comprehensively screened by landscaping treatments. Buildings have been orientated to address all street frontages. The proposal seeks to establish an attractive and engaging development and contribute to the achievement of the Noosa Junction Placemaking Strategy outcomes.
