Planning Report
KHA Development Managers 11469 5.0 SUPPORTING DOCUMENTATION 5.1 PROPOSAL PLANS Proposal Plans prepared by Mode Design are attached. These plans include site plans, staging plans, floor plans, calculation plans, elevations, and perspective images. These plans demonstrate that the proposal results in an attractive built form and facade to all road frontages that complements the character of the locality and surrounding buildings and contributes to the achievement of the Noosa Junction Placemaking Strategy outcomes. 5.2 LANDSCAPE CONCEPT PLAN Landscape Concept Plans prepared by Mode Design are attached. These plans provide a landscape concept for stage 1 and include a vegetation retention/removal plan, overall masterplan, detail concept plans, section views, design rationale, indicative materials and finishes palette, indicative plant palette, pedestrian and cyclist circulation plan and vehicular circulation plan. These plans demonstrate that the proposal achieves an attractive and appropriate landscape design that will complement the character of the locality and contribute to the achievement of the Noosa Junction Placemaking Strategy outcomes. 5.3 TRAFFIC ENGINEERING REPORT A Traffic Engineering Report prepared by TTM Consulting is attached. This report investigates parking supply, parking layout, identification of likely traffic volumes and distributions, identification of likely traffic impact of development on the public road networks, any road upgrades required to mitigate any impacts, access configuration, service vehicle arrangements, suitability of pedestrian and cyclist facilities, public transport facilities and internal road network. The report demonstrates that the development will have no significant impact on the surrounding road networks and that the proposed Pinaroo Way construction, extending from Arcadia Street to Noosa Drive will provide connectivity benefits to the business centre; that appropriate site access can be provided; that suitable carparking provision can be provided to satisfy demand and that the carparking layout generally complies with applicable standards; that suitable service vehicle provision for vehicles up to AV size can be provided; and that suitable public transport and bicycle/pedestrian facilities can be provided. 5.4 ENGINEERING PLANS Preliminary Engineering Plans prepared by TOD Consulting Engineers is attached. These plans include a preliminary stormwater layout, preliminary road cross section, preliminary road longitudinal sections, and preliminary site cross section. These plans demonstrate that the site can be suitably developed from a civil engineering design perspective. 5.5 STORMWATER MANAGEMENT PLAN A Stormwater Management Report prepared by Aquaintel is attached. The report demonstrates that effective treatment of stormwater at the proposed development can be achieved through the application and appropriate design of Water Sensitive Urban Design (WSUD) principles in accordance with legislative requirements and best practice guidelines; that the treatment train proposed achieves the performance criteria set by Council; and that through the implementation of detention systems within the catchments non worsening criteria has been achieved to ensure no downstream impacts. 5.6 ACOUSTIC REPORT An Acoustic Report prepared by TTM Consulting is attached. This report investigates both internal and external noise sources, sensitive receivers and impacts. The report provides recommendations for management of on-site transient noise, management of amplified music, management of mechanical plant and acoustic treatment of the proposed residential building. The report concludes that based on Material Change of Use - Mixed Use Development 99 Noosa Drive, 3 & 29 Lanyana Way, Noosa Heads Page 9 of 23
