SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 AUGUST 2019
1. OPERATIONAL PLAN UPDATE
Only the major initiatives are included in the Operational Plan with day to day “business as usual”
activities included in Branch Plans.
The Branch Plans are being used by Managers to manage day to day activities. They are an
effective tool for ensuring that all of the “business as usual” activities are undertaken and that any
minor projects are followed through. They are reported to Council by Directors on a quarterly
basis and those reports are on this round of Council meetings.
Details of each Operational Plan project is set out in Attachment 1 with an assessment of
whether the issue is completed, on track or behind schedule. Comments are also provided for
the information of Councillors about the status of each issue. It is important to note that this is
“as at 30 June” i.e. the end of the fourth quarter and in some instances, the actions have been
advanced further since that time.
There are 28 initiatives in the 2018/19 Operational Plan. The current status of those projects is:
Status Quarter 1 Quarter 2 Quarter 3 Quarter 4
(July – Sept 2018) (Oct – Dec 2018) (Jan – Mar 2019) (Apr – Jun 2019)
Not started 3 2 0 0
Behind Schedule 3 3 5 4
On Track 22 20 20 10
Completed 0 3 3 14
As this report deals with the finalisation of the 2018/19 Operational Plan, details of each of the 4
initiatives that are behind schedule are set out below:
Adopt and initiate implementation of Noosa River Management Plan
Council has undertaken the first round of community consultation on the draft Noosa River
Management Plan. It was realised after that feedback that there was insufficient detail in
the draft plan about fishery matters. Accordingly, the Noosa River Management Plan was
placed on hold while further research was undertaken on fisheries issues. That has
recently been completed and a further draft of the Noosa River Management Plan can be
prepared for a second round of community consultation.
Implementation of Council’s Zero Waste Strategy – initiate plastic free for Council
business operations
An internal working group has been established which includes each of our Council
business operation areas. Some of the “low hanging fruit” type changes have already been
implemented (e.g. the NAC no longer distributes plastic water bottles). The group has also
had input into the Events Policy which has now been adopted by Council. A staff survey
has been undertaken for the Council business areas to identify what type of plastics are
being used, what alternatives are available and what cost implications may arise. It is
intended to bring a policy to Council for adoption in due course.
Continue the development of the Tewantin Administration Building Master Plan
The short term focus has been on the replacement of the administration building roof due
to its age and condition. As part of that project, solar panels were also installed on the roof.
That project has been completed. The current focus is now on improving building security.
Once those issues are complete, further work will be done looking at a long-term Master
Plan for the building.
Commence the Revenue Diversification Project and strategic land review
Due to other priorities, this project is ongoing. Research has been undertaken during the
year on case studies (with a particular focus on the UK) looking up models that will support
alternative revenue stream opportunities. A draft strategy has also been reviewed by the
