SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 AUGUST 2019
Noosa Shire Council
Guiding Principles for Sealing Gravel Roads
3.2. Prioritisation
By applying the above assessment and prioritisation criteria, a list of the Top 30 ranked rural gravel roads
is formed and reviewed. This list is located in Appendix A1. The program illustrates the Top 30 Rural Gravel
Roads that could be potentially sealed in the future. In addition, the program highlights the criteria and
influences that determine why a gravel road should be considered for sealing. The program is a living
document and will be subject to review as the criteria of a particular road changes. Instances of change may
be a result of increase traffic volumes, changes to heavy vehicle routes, raised safety/crash incidents,
operational and environmental changes.
The prioritisation process is not programming works for any financial year or creating a budget allocation for
the sealing of any of the gravel roads identified. The program's intent is to highlight what gravel roads would
be Noosa Council's priority, should funding or an agreed change in the levels of service occur for the overall
management of gravel roads.
3.3. Review & Improvements
With ongoing improvement of data collection on our road network, it is expected that improvements in
knowledge and understanding of the operational influences will be gained on the gravel road network. As a
result, regular reviews of the gravel road guiding principles every 3-5 years should be undertaken to ensure
prioritisation is relevant to any changes in the road;network.
Other specific improvements include; ;
e Development of a low order road design; D
e Use of Reclaimed Asphalt Pavement (RAP) trial; and
e Segmentation of rural roads for assessment to approximately 1km lengths.
These specific improvements will be facilitated by the road infrastructure working group and endorsed by
the asset management steering committee prior to any changes to the priority program being presented to
Council for approval.
