Guiding Principles for Sealing Gravel Roads
4.0 Urban Gravel Roads
4.1. Assessment and Prioritisation Criteria
Urban Gravel Roads are categorised within this program as unsealed roads within the boundaries of an
urban township. Maps of these roads and the urban area boundaries are in Appendix B2 to Appendix B6.
Assessment and Prioritisation of Urban Gravel Roads involves consideration of the below criteria.
e Number of Dwellings on Road
Areas with a higher number of dwellings directly accessed from the particular road will be
considered to rank higher than roads with less dwellings.
e Waste Collection Impacts
Local roads in urban areas are serviced by a weekly waste disposal service. Assessment of
potential improvements to this service are an important Criteria, therefore roads with a known
existing issue will be assessed favourably.
e Council Operations Impact
- Maintenance issues, such as excessive loss of gravel road surface during rain events.
- Plant/Machinery access issues.
e Township Hierarchy
Based on urban township population.
e Environment
- Road gradient.
- Volume of daily traffic movements.
- Vehicle access issues.

4.2 Prioritisation
Utilising the above assessment and prioritisation criteria, each road is listed in order of high to low priority,
as listed in Appendix B1. The program is a living document and will be subject to review as the criteria of
a particular road changes. Instances of change may be a result of increase traffic volumes, raised
safety/crash incidents, operational and environmental changes.
The program is not proposing any financial year or budget allocation for the sealing of any of the gravel
roads identified. The program's intent is to highlight what gravel roads would be Noosa Council's priority,
should funding or an agreed change in the levels of service occur for the overall management of gravel
roads.
