EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Coordinator Waste Management to the Services &
Organisation Committee Meeting dated 6 August 2019 and:
A. Award tender 1819T090 Collection and Purchase of Scrap Metal and Lead Acid Batteries
to Sims Group Australian Holdings Limited; and
B. Award the contract for a term of three (3) years with an option for two (2) extensions of up
to 12 months each.
REPORT
Scrap metals and lead acid batteries are segregated and stockpiled at the Eumundi Rd Resource
Recovery Centre and at Cooroy and Pomona Transfer Stations. This resource is recycled and
generates revenue to offset some of the costs incurred by Council in its resource recovery
activities.
The invitation of public tenders for Collection and Purchase of Scrap Metal and Lead Acid
Batteries was advertised on VendorPanel on 7 March 2019. At tender close on 2 April 2019
submissions were received from the following three (3) respondents (in alphabetical order):
1. Liberty Recycling (OneSteel)
2. Raw Metal Corp
3. Sims Group Australian Holdings Limited
The tenders were then evaluated using the following criteria:
Price
Capability and Resourcing
Contact Experience and Capacity
Methodology
Quality
Health & Safety
Environment & Sustainability
Contribution to Local Economy
The evaluation methodology considered a price component of 45% of the score, and non-price
elements of 55% of the score.
The evaluation process was temporarily delayed in June this year when the Queensland Waste
Levy impacted submitted prices from tenderers. In order to properly and fairly consider these
price impacts the tenderers were all asked to resubmit prices in the light of the Waste Levy.
