SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 AUGUST 2019

Sims Group Australian Holdings Limited demonstrated the capability, experience and resources
to deliver on Council’s contract requirements. They also demonstrated that they have the
capability to satisfy Council’s requirements in the areas of workplace health and safety,
environmental performance and quality assurance.
No company provided evidence of being based in the Noosa Shire.
In the overall price and non-price evaluation, Sims Group Australian Holdings Limited
demonstrated the best value for money, and therefore is recommended as the tenderer
considered the most advantageous to Council for 1819T090 Collection and Purchase of Scrap
Metal and Lead Acid Batteries.
Tenders were assessed in accordance with the tender Probity Plan by three (3) members of the
Waste Section and a Workplace Health and Safety Advisor.

Finance
Approximately 2,500 tonnes of recycled metals are collected and sold annually by Council. The
sale of metals and lead acid batteries provides Council with a significant revenue stream. The
revenue is difficult to accurately predict as it is dependent on the amount of material generated
by the community and the fluctuating commodity price of the metals. An approximate value to
Noosa Council over the initial three-year term of the contract is $1,200,000.
The metal price evaluation for tenders was calculated using the preceding month’s average “TEX
Report” (weekly mid-point), divided by the Reserve Bank of Australia (RBA) preceding month’s
daily indicative AUD/USD exchange rate, multiplied by the contractor’s offered percentage.
The lead acid batteries price evaluation for tenders was calculated using the previous month’s
average London Metal Exchange (LME) “Lead” Cash Sellers Price, divided by the Reserve Bank
of Australia (RBA) preceding month average daily indicative AUD/USD exchange rate, multiplied
by the contractors offered percentage.

Risks & Opportunities
Some risk is associated with fluctuations in world commodity market prices as these prices rise
and fall each month due to world market demands.
