3.4 Overlays
The purpose of the Overlays maps is to identify important biophysical features, values or
constraints and provide assessment criteria within the overlay codes. They change the level of
assessment in the tables of development for some land uses and this varies depending on the
overlay. The Overlays relate to:
 Biodiversity, Waterways and Wetlands including riparian buffers
 Agricultural land conservation
 Flood hazards
 Coastal protection areas for coastal erosion and scenic amenity
 Bushfire hazards
 Acid sulfate soils
 Landslip hazards
 Regional infrastructure
 Extractive resources
 Heritage values.

Concerns raised in the submissions relevant to the overlays related to the extent/accuracy of the
overlay mapping and its impact on the ability to develop or use land within the overlay area. The
majority of these submissions were about the Coastal Protection Overlay, Biodiversity, Waterways
and Wetlands Overlay, and the Flood Hazard Overlay. A small number related to the Agricultural
Land Overlay and Riparian Buffer Overlay. In the majority of cases, property owners sought a
reduction in the extent of the overlay. All of these submissions have been considered and assessed
some of which have resulted in changes to mapping and overlays that are considered significant
however majority are small changes and are not the subject of this report but will be incorporated
into the final Noosa Plan.
