Attached to the e-mail Submission - Paul Martin - MCU200119.msg.
Notice of submission MCU20/0119 Documents in support of NOTICE OF SUBMISSION File No: MCU20/0119. Land as advertised: 1/20 Nannygai Street Noosaville. Lot 1 on SP297618. Nature of Proposed Development: Short-term accommodation. Submitter: Paul John MARTIN I have read the documents provide on the Noosa Council website, relevant to MCU20/0119, prior to making this submission. I have also read and considered other information relevant to this submission. The following information is offered to support a case for Noosa Council when undertaking the required Impact Assessment, to refuse Application MCU20/0119. General considerations: Nannygai Street is in the Medium Density Residential Zone under Noosa Plan 2020. The 2020 Plan has removed the restriction on short term accommodation, which under Plan 2006 was 60 days per year on four occasions. It seems that under Noosa Plan 2020, a resident can seek approval to lease their home, on a daily basis, for 365 days per year on AirBnB or the like. There is no requirement for the resident to occupy the home. It is noted that Short-term accommodation in medium density residential zones requires approval which is conditional on an Impact Assessment. Noosa Plan 2020, potentially makes owning dwelling in a medium density residential zone of Noosa, a business, not a dwelling. Having lived in Nannygai Street since moving to Noosaville in 2015, I have observed a number of old dwellings being replaced with new duplexes. I own a duplex in Nannygai Street which is used as a permanent residence. Nannygai Street is a quiet, residential neighbourhood, predominantly occupied by permanent residents. Nearby, other medium density zones exist, for example Bluefin Court, Ketch Place, parts of Lake Weyba Drive; Weyba Road between Reef Street and Lake Weyba Drive. There are also two retirement villages on Lake Weyba Drive. These are also occupied by permanent residents. The total number of existing duplexes and single dwellings, in this area, is currently greater than 80. There are an additional 6 or 7 older dwellings that may follow the trend and be replaced with new duplexes. This means there could be 80 or 90 potential applications for Short-term accommodation, leading to a daily increase on several hundred short-term visitors in the area. If Noosa Council begins a process of approving short term accommodation, this will lead to a very slippery slope whereby the amenity of the area would become a ‘tourist-town’, not the residential area it is today. Nannygai Street is used by vehicle traffic to and from Lake Weyba Drive, Creek and Koel Streets, as it provides direct access via Anchor Street to Weyba road in a westerly direction. Nannygai Street also provides a direct link for pedestrian and personal mobility traffic to and from Noosaville Village and Bluefin Court to the commercial area on Weyba Road consisting of a coffee shop, restaurants, Aldi, medical centre, bike shop, Arts theatre, Farmers Market and the walking tracks through Weyba Bridge Park. Pedestrians, including elderly citizens from the retirement village (several using mobility scooters), dog-walkers, cyclists, skateboarders and e-scooters are commonly observed in Nannygai Street.
