MCU200119 Notice of Submission
Attached to the e-mail Submission - Paul Martin - MCU200119.msg.
Notice of submission MCU20/0119 Nannygai Street is narrow street, approximately 8m wide, with no parking restrictions. Many vehicles are parked in the street on any given day, particularly overnight. Movement along Nannygai Street must be done with care, be it car or persons. In excess of 50% of the footpaths on either side of Nannygai Street are not paved. This means a lot of pedestrians, elderly mobility scooter riders, dog-walkers, skateboarders use the road in preference to the unpaved footpaths. Any increase in population density in Nannygai Street and surrounds that could result from Noosa Council approving Short-term accommodation, would lead to more congestion and impact on the personal safety of residents in the area. Infrastructure: Over recent weeks, sewerage pumping station, SPS NVL008, situated on the corner of Weyba Road/Mary and Reef Streets has emanated an odour of sewage. As mentioned above the process of Noosa Council approving unlimited short-term accommodation will lead to a greater impact on local infra-structure, particularly the sewerage system. If SPS NVL008 is already overloaded the consequence of greater demand could be problematic, to say the lease. Noosa Council is urged to work with Unity Water as part of the Impact Assessment for any applications for Short-term accommodation in the area and request an upgrade to facilities if needed. It is recommended that Noosa Council examine the general statements stated above when undertaking the Impact Assessment for MCU20/0119. Specific considerations for MCU20/0119 Unit 1, 20 Nannygai Street was purchased in August 2020, three weeks after Noosa Council adopted Noosa Plan 2020. Application MCU20/0119, seeking a Material change of use (Short-Term Accommodation) was made shortly after. This property has no existing rights of use for short-term accommodation under Noosa Plan 2006. Application MCU20/0119 suggests that the purchase of 1/20 Nannygai Street was for business purposes, not residential. In support of this contention, 1/20 Nannygai Street is advertised for short term lease on Noosa Luxury Holidays website (https://www.noosaluxuryholidays.com.au/property/1-20-nannygai-street-noosaville/) (Attachment 1) at $350 – 900 per night. The Noosa Luxury Holidays website describes the property thus: “This property is excellent for a large family, group of friends or four couples.” Four couples or a group of up to eight friends, could mean an addition of 4 or more motor vehicles on the site. Site Parking: The Council approved plan for 1/20 Nannygai Street shows a double garage (Attachment 2). The building plan approved by Noosa Council in April 2018, MCU18/0021.01 (Attachment 2, p1) shows an area at the rear of the garage, described as ‘Bike parking’. The plan of the site submitted with MCU20/0119, Appendix A, Page 3 of 8 (Attachment 2, p2), seems to use the same image but the ‘Bike parking’ has been redacted and replace with ‘UNIT 1’. Firstly, this may mean Application MCU20/0119 contains misleading information and secondly, it indicates that the extent of the on-site parking approved by Council in MCU18/0021.01, has been compromised. Having inspected the property 1/20 Nannygai Street during the ‘for-sale open for inspection period’, I can confirm that the ‘Bike parking’ has been changed to be a media room, with access from the living area and not the garage. This is confirmed in the floorplan used in advertising the property for sale (Attachment 2, p3) and the Noosa Luxury Holiday website description of the property which specifically mentions a media room in the list of amenities (Attachment 1). Other than the garage, there is no additional on-site parking at 1/20 Nannygai Street. The street frontage of the property Page 3 of 16
