SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 SEPTEMBER 2021
Lot 69 RP41223 consists of a number of community facilities including Noosaville Library, Noosa
Leisure Centre and Noosa Community Support Centre.
The relocation of the Noosa Community Garden to Wallace Park provides an opportunity for
collaboration with complimentary community organisations, increased visibility, membership growth
and community profile.
The proposed Part of the vacant land for use as the Noosa Community Garden is located adjacent
to Noosaville Library, at the rear of Noosa Community Support Centre. There is currently no planned
use on this Part of Lot 69 RP41223.
Consultation and subsequent site visit resulted in Noosa Community Garden formally accepting an
offer by Council for a supported relocation to Part of Lot 2 RP839623, Wallace Park Noosaville, with
a resolution being made at their Annual General Meeting on 25 August 2021.
Council officers consider this a highly positive outcome to the ongoing concerns of community
garden members.
ii) YouTurn Tiny Homes Project
Council officers have worked with YouTurn and internal stakeholders to further understand and fully
consider the feasibility of YouTurn’s request for the Tiny Homes project. The location is considered
highly advantageous given the proximity to YouTurn’s service centre and Noosa’s Social Services
Hub allowing ongoing support as needed, shared utilities and resources with YouTurn, the quiet cul
de sac position within a community precinct and good access to employment, education and public
transport. The project will act as a pilot for potentially further housing projects for YouTurn or other
community housing providers.
The proposal offers a unique opportunity to showcase an innovative Community and Council
collaborative response to an identified need for transitional housing for young people in our
community.
The relocation of the Noosa Community Garden from Earl Street Tewantin allows for better
placement of the tiny homes and reduces probable conflict between user types.
3. Strategic alignment
Council officers consider that both of these proposals strongly align with key Council and other
relevant strategies.
The proposed new purpose and tenure of Part of Lot 2 RP839623 Wallace Park Noosaville aligns
with Noosa Social Strategy key initiatives:
Improve and advocate for inclusive access to public spaces, places and services, and
Assist community groups and sporting organisations to maintain their assets.
The proposed changes to purpose and tenure of Lot 69 RP41223, Earl Street Tewantin align with
Noosa Social Strategy key initiative:
Work with government agencies, not-for-profit organisations and business sector to explore
innovative ways of tackling housing affordability.
Youth are a priority cohort under the National Housing and Homelessness Agreement (NAHA; 2018),
which is carried over into Queensland State Government strategy: “Homelessness to Housing
Strategy 2020” calling for enhanced service models and significant support from the broader
community.
4. Planning requirements
i) Part of Lot 2 RP839623
The proposed Noosa Community Garden relocation site is a section of vacant land at Wallace Park
zoned Community Facilities for Community Use. The use is consistent with a community garden.
