Re: Application of Tro Management Australia Pty Ltd (Todd O'Reilly trading as IGA)
Thank you for the privilege of allowing us to assist with your tenant search for the 2 Grasstree
Court (Sunrise Beach Shops). It is the view of Colliers Sunshine Coast that the successful placement
of IGA operated by Todd O'Reilly will be a key milestone in Noosa Council's strategic objective of
re-activating the complex. This letter outlines the process that was followed to procure O'Reilly
IGA in addition to our assessment of O'Reilly IGA as a potential tenant for the complex.
Procurement Process
Colliers International (Sunshine Coast) followed the procurement processes required of Council, in
addition to generally accepted methods of advertising online and approaching potentially suitable
tenants within our own database. The below table outlines the timeframes surrounding the tenant
procurement.
Procurement Timeline
Pre November 2019 Property had been advertised with other commercial leasing agents.
15 November 2019 to Publicly advertised online via major commercial real estate websites:

2 December 2019 to Discussions with several potential users over the leasing period
26 February 2021
26 February 2021 to April Agreed terms with Tanglewood and presented proposal for Council's
2021 consideration. Council agreed to support the proposal.
April 2021 to June 2021 Tanglewood changed their position and terms.
June 2021 to July 2021 e Tanglewood advised they were no longer interested in the
opportunity.
e Received offers from Metcash on behalf of a Sunshine Coast based
IGA operator and Todd O'Reilly another Sunshine Coast based IGA
operator.
