18. I consider that the parking provision provided as part of the proposed development meets the performance
outcomes of the Noosa Plan with respect to both the car wash use and the food & drink outlet use.
Issue 9 — obstructions to sight lines
19. The Council RFI has identified that cars which are parked on Opal Street, in the westernmost proposed on-
street parking space adjacent to the subject site (the western space), may have a sight line issue which would
not allow the parked vehicles to identify cars entering Opal Street from Elm Street.
20. Council identified that “existing services” and “existing/proposed vegetation” may “impact on available sight
lines”. I note that the existing vegetation are trees, especially one particular tree located west of the western
space. As a tree it’s vegetation is significantly off the ground and that it’s lower areas do not have significant
vegetation (as seen in Figure 1, Figure 2 & Figure 3) to block sight lines at the level drivers would be observing
other vehicles. I note that I have not been able to identify any proposed vegetation that would impact sight
lines. Of most significance I consider to be the electrical box and the phone booth — both existing services
proposed to be unchanged. There are also two power poles in the vicinity but these are located in a way that
they themselves are obscured from view by the electrical box or the phone booth. The sight obstructions
identified are shown in Figure 1.
