21. It is noted that the key sight line to be met is for drivers of cars that are turning in to Opal Street being able to
see an obstacle on the carriageway of Opal Street, whether this is another vehicle (such as a vehicle reversing
from the western space) or an item on the road itself (such as the hypothetical toolbox that has fallen from a
tradesmen’s ute). Being able to see the obstacle allows drivers turning into Opal Street to take evasive
measures such as slowing or steering away from the obstacle (or both). The sight line obstructions identified
do not inhibit the sight lines of vehicles entering Opal Street from Elm Street, or to the degree that they do, it is
an existing problem not made worse by the proposed development. Views from approximately the green and
blue locations in Figure 4 are shown in Figure 2 & Figure 3 and clearly show that a car parked where the western
space is proposed to be located would be visible to cars turning into Opal Street. I also note that cars turning
into Opal Street from Elm Street need to slow to undertake that manoeuvre, and would still be travelling at a
speed lower than the posted limit when they pass the location of the western space.
