22. Drivers of cars moving from the western space onto the Opal Street carriageway are required to give way to all
cars travelling on Opal Street. It is therefore incumbent on drivers reversing from the on-street spaces onto
Opal Street to observe traffic that will be utilising Opal Street and to wait until a sufficient gap in the traffic stream
is available for the driver to move into. This will necessarily involve drivers parked in the western space
observing vehicles on Elm Street, identifying those that are turning into Opal Street and waiting for those
vehicles to pass. Finding sufficient gaps to move in to will not be difficult — even with the proposed development
in place traffic on Opal Street is expected to be low and there is not likely to be a need for cars to ‘push in’ or
require a ‘courtesy merge’ from other drivers to enter the Opal Street carriageway (as can happen in congested
conditions).
23. In order to assess the sight lines, I have located a B99 design vehicle in the western space and represented
the electrical box and existing telephone box (obstructions) in the locations as shown on the 2018 design of
the subject site. I have then placed B50 design vehicles (the smallest design vehicle) at locations on Elm Street
where they might be obscured by the obstructions identified. Figure 4 shows a representation of sight lines
from the driver of a car parked in the western space to vehicles turning in of Opal Street from the west.
