EXECUTIVE SUMMARY
This report provides a summary of fee variations requested for development applications between
1 July 2021 and 30 June 2022 pursuant to Council’s fees and charges policy. There were 20
requests received during this time.
RECOMMENDATION
That Council note the report by the Manger Development Assessment to Planning & Environment
Committee Meeting dated 12 July 2022 regarding waiver or partial waiver of development
application fees for 1 July 2021 to 30 June 2022 as detailed in the Report.
REPORT
As part of Council’s budget each year, Council adopts its Fees and Charges for the financial year,
including its regulatory and commercial charges for lodgement of development applications.
The fees and charges policy for development applications cover a number of policy provisions
including delegation to the Director, Environment & Sustainable Development to “partially or wholly
waive a development fee where strict application of the scheduled fee is obviously unreasonable
for the type of application being received.”
This report identifies applications where a fee variation has been granted for the last 12 months.
Between 1 July 2021 and 30 June 2022 there were 20 proposed applications where a partial waiver
or full waiver of the development application fees was granted, with 14 agreed to in part, 1 agreed
to in full, 2 refused and 3 not yet lodged. The tables below set out a summary of each application
and the reason for the fee waiver.
Application No Applicant Application Details Fees & Charges Policy Fee proposed
OPW21/0188 Applicant – OP Works for $1,166 $583
TOD Consulting Stormwater &
– 19-21 Maple Roadworks (Carpark
Street Cooroy to property)
TOD Consulting is the applicant for this operational works application. The application is for Stormwater &
Roadworks (Carpark to property) for the CWA (Country Women’s Association).
The CWA is a voluntary and not-for-profit association which serves as a network, support and provides
opportunities to the local community.
The applicant requests Council’s consideration in waiving any fee applicable for this application. A full
waiver of fees is not agreed to given the extent of assessment required and as it is not consistent with
Council’s policy for only a 50% discount for all not-for-profit organization.
It is recommended that the minimum fee of $1166 less the discount, totalling $583, be applied.
