PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2022

An application for a Dual Occupancy was lodged on 7 October 2021 (MCU21/0181). The application is
code assessable but subject to a 1.5 fee multiplier due to more than one non-compliant acceptable
outcome.
The consultant is requesting an 80% reduction in fees which would be $1,526.10. The consultant suggests
this is reasonable as a superseded planning scheme request was lodged in June, which incurred a fee of
$1,380. Whilst the request was not accepted by Council,, the proposal remains near identical to the plans
submitted for the SPS request.
The consultant also suggests that the majority of assessment was undertaken as part of the SPS request
and the multiplier of 1.5 is not considered fair or reasonable given the planning scheme is performance
based.
The consultant suggests the 80% discount in fees is more appropriate considering the extent and scale of
development proposed and consistency with the current Noosa Planning Scheme 2020.
It is not considered reasonable to reduce the fees by 80% as the assessment of a SPS request raises
different considerations. There are also multiple non compliances and a detailed information request has
been issued. It is therefore recommended that the requested reduction in fees not be supported.

                     Road Cooroy $27,924

An application is proposed for an undefined land use to establish 34 relocatable homes for social and
affordable housing.
The use is inconsistent with the Noosa Plan 2020 and is therefore subject to a multiplier of 3.
The application will require considerable assessment as while the proposed use is likely to provide a social
benefit to the community, the proposal is contrary to the Noosa Plan 2020 and the site is highly
constrained. Preliminary assessment also indicates the site is not suitable for the proposed use.
The Acting Director advises that a 25% reduction of the multiplier x 3 amount equates to $20,943.00
which is a significant application fee for the proposed development. It is therefore recommended that the
fee multiplier be applied, but be reduced to 75% as it is more reflective of the assessment required.

Application No Applicant Application Details Fees & Charges Policy Fee proposed

OPW21/0332 Applicant – Earthworks $2,258 $1,801.40

                     26 Sallwood
                     Cout Pinbarren
The site is a rural residential property where the owner has undertaken significant earthworks without
approval and the application is in response to an advisory letter. The owner is requesting a fee reduction
but without nominating a value.
The application fee from the schedule is $2,258 (minor fee for works not relating to RAL, MCU or other
development approval). It is reasonable to reduce fee to 80% as the professional documentation submitted
would reduce the assessment time.
