PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2022

Application No Applicant Application Details Fees & Charges Policy Fee proposed

MCU22/0030 Applicant – Multiple Dwelling (4 Fee: $8,537 subject to $8,537
Sunrise Equities units) a x1.5 multiplier due to
                     Pty Ltd, C/- non-compliance with
Project Urban – Planning Scheme =
                     4 Ventura Street $12,805.50
                     Sunrise Beach
An application for 4 multiple dwelling units has been lodged. The site has approval for a dwelling house,
which is currently under construction, and it is intended to add an additional 3 new small dwelling units.
The zoning of 4 Ventura Street is Medium Density Residential where multiple dwellings are a consistent
use. The application is subject to a 1.5 multiplier due to non-compliance with various acceptable outcomes
of the Medium Density Residential Zone Code.
The consultant advises that the 3 small dwelling units will help with the current housing affordability issue
within the shire. The consultant further advises that the non-compliances are very minor and do not justify
a 50% surcharge to assess and provides a comparison of Noosa Council fee compared to other nearby
councils.
The proposed units are unlikely to assist with current housing affordability despite 3 of the units being
below 100m². Units of this size are still selling at very high price point and there is no proposed rental
scheme in place for these units.
The applicant is suggesting the 1.5 fee multiplier not be applied.
It is recommended that the full fee be applied. Acting Director approved no multiplier to be applied.

Application No Applicant Application Details Fees & Charges Policy Fee proposed

MCU22/0064 Applicant – Material Change of Fee: Code assessable $1,195
Pomona Arts Inc Use of Premises for - $6,062
                     – 21 Reserve Markets
                     Street Pomona,
                     Stan Topper
                     Park
This application is for the Pomona Country Markets. The markets are held at Stan Topper Park in Pomona
every Saturday morning. The Pomona Market is run by Pomona Arts Inc. which is a not for profit
organization with the income from the markets going towards running the Majestic Theatre in Pomona. At
its current level, the income for the market is meeting all the fixed costs of the theatre.
The applicant states that at their busiest, they are using 60-70 3mx3m stall sites. The actual number of
stalls is less because some stalls take up 2 or 3 stall sites.
The applicant has requested we consider a further reduction in fees beyond the standard 50% discount
for not for profit organisations. The have suggested a similar fee to the Kin Kin market application would
be appropriate.
The minimum delegated fee was applied to the Kin Kin market and so it is recommended that a similar fee
apply.
