PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2022
2. CONCLUSION & REASONS FOR DECISION
The application was originally reported to Council recommending the application be refused due
to non-compliance with site cover, plot ratio, setbacks and landscaping. After meeting with Council
officers, the applicant amended the proposal so that it is now proposed to develop 10 x dwelling
units, with 8 of the proposed dwelling units to be small dwelling units. As the ratio of small dwelling
units is at a ratio of at least 3:4 bonus provisions apply. The bonus provisions allow for increased
site cover and plot ratio and reduced landscaping. The amended proposal now complies with site
cover and plot ratio.
The amended proposal has increased the front setback to 5.0 metres, with some part of the
building’s setback up to 7.0 metres. The proposed setback is supported and is consistent with an
outcome that was agreed between the parties.
Whilst the application remains short of the required landscaped area the variation is minor, noting
that the soft landscaping exceeds the scheme requirement.
The amended proposal results in reduced setbacks to the rear boundary which are generally
supportable. The reduced setback to 2 upper-level decks, at 1.5 metres, requires treatment to
address overlooking
The amended proposal plans are short of 1 visitor car space it is recommended that a condition
be included to require the provision of this space.
The application is recommended for approval.
