MCU10/2083 Development Application part 2 - Attachment 4 - Economic Impact and Need Assessment
distance for many trade area residents and there are parking
constraints.
o The selection of fast food/take aways around Thomas Street has
relatively high price points and restricted trading hours.
o The limited selection of such facilities in the local area
encourages vehicle travel to access shops and services further
afield.
o Supermarkets and convenience retailing serve different functions
and therefore are commonly located within walking distance of
each other. On the Sunshine Coast, examples include:
- Mooloolaba Central (Coles) and Mooloolaba Junction
(Night Owl);
- Noosa Junction (Supa IGA) / Noosa Fair (Coles) and 7-11
(on Noosa Drive); and
- Coolum Park (Woolworths) and Coolum Park (Foodworks).
• There are no alternative locations available in Noosaville for a
convenience centre:
o Our assessment has found no suitably zoned sites.
o There are no development applications for convenience retail
centres in Noosaville.
o As per their letters of interest (Appendix B), convenience
retailers have been unable to find a suitable location for their
business in the area.
5.2 IMPACTS
Impacts of the proposed convenience retail centre upon competitive centres
will be minor and not jeopardise their vitality or viability, or threaten their
functional roles:
• The lettable area of the Noosaville convenience retail centre (915m²) is
equivalent to less than 5% of the total retail floorspace in the Noosaville
Business Centre (24,000m²). The proposal will add eight shops to the
over 70 existing shops in the Noosaville Business Centre. Its limited
size gives the subject proposal a strong convenience orientation which
will complement the much more comprehensive retail offering in the
Noosaville Business Centre.
• The maximum impact is forecast on the Noosaville Business Centre
($1.6 million), which would represent less than 2% of its turnover and
would not threaten its viability.
• Continuing growth in residents and visitors in the area will help
ameliorate any impacts on centres/areas currently serving Noosa Shire
residents with no levels of impact threatening the functional roles and
