REPORT
1. BACKGROUND
The Sunshine Coast Council refused an application for a Masters Home Improvement Store and
Showroom to be developed on land in the Shire Business Centre on 28 March 2013.
The proposal included a Masters Home Improvement Store and garden centre of 9,822m 2 and a
1,737m2 showroom. The development is to be staged, with the Masters store to form stage 1 and
the showroom to be constructed in stage 2.
The Masters store is a 92m long x 70m wide x 11.5m high building orientated east-west, with a
garden centre located towards the Hofmann Drive entrance to the Shire Business Centre. The
store includes a goods receiving and timber centre accessible via Eenie Creek Service Road for
service vehicles. 270 car parking spaces were proposed on-site, which are accessible via an
existing roundabout off Hofmann Drive. Stage 2 of the development for a showroom includes a
further 65 car parking spaces. The applicant has advised that the showroom is intended to be
leased out to a third party for a use, which will complement the Masters development.
The applicant indicates a small café (less than 150m2), may be included as an ancillary
component within the Masters store,
During the public notification of the application 8 properly made submissions were received. The
submitters were primarily concerned with the impact of the Masters store on other specialist
stores, and that it would result in a loss of industry and business land in the Shire Business
Centre. The lack of articulation of the Masters building was also raised and the potential for
impacts on Hofmann Drive and Eenie Creek Road from heavy rigid vehicles.
The applicant subsequently appealed the decision seeking that the appeal be allowed and the
development application be approved.
At the Ordinary Meeting on 20 January 2014 Council resolved to continue to defend the appeal.
The matter went to trial late January 2014, with the judgement handed down on 30 April 2014.
The judgement allowed the appeal, approving the proposed development, with a further hearing
adjourned to allow conditions of approval to be formulated.
