2.3 Site Location and Layout Figure 1. Broader Area showing the location of the proposed development. Located on the eastern side of David Low Way on the foredune south of Burgess Creek the Subject Lot abuts Council managed reserve along its extended eastern boundary. In 2014, accidental fire started by school children passed behind Seafarer Court under benign evening conditions which still created spotovers onto the Subject Lot. Occupants were present and conditions such that reignition did not occur east of David Low Way. Under less benign conditions a different outcome would be predicted with fuel availability assessed in Section 3. Noosa National Park represents a large and continuous fuel zone within less than one kilometre to the west. Despite managed burning by Queensland Parks and Wildlife Service (QPWS), unplanned fire can still be foreseen, aligned with the direction of worst case fire weather conditions for the region. Fire spotting into the vegetation on the foredune complex is predictable. Whilst from a conservation perspective, fire is not desirable in this fragile foredune ecosystem, there may be no choice in the matter. Old evidence of previous fire is present east of David Low Way dating back more than 30 years, and probably preceding the construction of either of the two houses now present on the Subject Lot.
