GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018
The tenders were evaluated using the following criteria, with scores reflecting the tenderers’
ability to demonstrate how they meet the relevant criteria;
Capability and resourcing
Contract experience and capacity including preliminary design
Timeline and methodology
Quality
Health and safety
Environment and sustainability
Contribution to local economy
Price.
Post tender box close, clarifications were undertaken with a number of tenderers.
The tender evaluation team finalised tender evaluations and considers the Casa Engineering
tender using a concrete bridge, to be the most advantageous to Council and presenting the best
value for money. Casa Engineering’s tender submission is favourable on the following basis:
They were able to demonstrate previous experience with successful construction of six
similar projects in the past 5 years;
They showed demonstration of a well thought methodology and bridge design, high quality
and high level of Work Health and Safety process and procedures;
Their proposed concrete design meets the contract specifications;
The proposed reinforced concrete bridge can achieve 100 years of life and gives Council
the lowest whole of life cost comparing to the other tenderers;
They demonstrated that they have the necessary resources to meet Council’s contractual
timeframes for practical completion.
The tender evaluation team considers this total tender submission to be the most advantageous
to Council and presents the best total score of combined price and non-price elements along with
the lowest whole of life cost.
3. Programme & Next Steps
Pending Council approval, Casa Engineering propose to design and construct the project
(including wet weather allowances) within 33 weeks, targeting practical completion by the end of
December 2018. This timeframe for construction was stipulated to reduce risk of flooding
disturbance associated with the summer period.
4. Construction Management and Inspections
Under the design & construct model, Casa Engineering will be appointed as Principal Contractor
and Council will maintain the overall Project Management role (supported by an externally
appointed superintendent) to administer the contract, together with Council assessing the final
design and progressively inspecting the works to ensure the project objectives are met.
5. Program
The design and delivery process involves the following key steps:
Awarding of contract
Contractor performing structural analysis and designing final bridge design
Council approval of final design
Council providing communications to affected community
Contractor obtaining required environmental approvals and ordering of construction
materials
