GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018
Consultants Place Design Group were engaged in February 2017 to oversee the project and
prepare the Foreshore Plan. Of particular note to both the consultant and project staff has been
the high level of community interest and engagement throughout.
Project information has been maintained on Council’s Your Say Noosa webpage. A document
library is accessible at https://yoursay.noosa.qld.gov.au/noosa-river-foreshore-management-
plan/documents and includes:
The initial public survey;
Initial Consultation Summary Report;
Draft Foreshore Plan; and
Final Consultation Report.
A report to Council in December 2017 outlined the previous drafting and public consultation
phases of the project (see Services & Organisation Committee agenda Item 1, page 3). Further
relevant Council considerations are listed in the final section of this report.
2. Project Timeline
Following the engagement of Place Design Group the key project phases were:
February - March 2017 Project Audit, Scoping and Design
April - May 2017 Initial Public Consultation
June - November 2017 Options Analysis and Draft Foreshore Plan Preparation
December 2017 Council Adoption of Draft Master Plan
January - February 2018 Consultation on Draft Foreshore Plan
March - April 2018 Review of Submissions and Final Master Plan Preparation
3. Foreshore Plan Structure
The structure and format of the Foreshore Plan is proposed to remain unchanged from the draft
document, being:
An overarching “land use vision” for the foreshore is identified and supported by further
“land use principles”.
The foreshore is divided into 6 precincts.
A table of allowed land uses is identified for each precinct and details the nature and
frequency expected for each use.
Precinct maps show an indicative area supported for land use activities (i.e. permit area
extent).
The overarching vision for the foreshore reflects the strongest community sentiments from the
initial consultation, it reads:
The Noosaville foreshore is a peaceful, relaxing public open space for people to enjoy the river.
The supporting land use principles proposed are:
1. The foreshore is a public space, available for the community and visitors to enjoy.
2. Land use within the foreshore ensures the celebration and preservation of its natural values
and qualities.
3. The foreshore offers a diverse range of low-impact activities and recreational opportunities
for locals and visitors promoting social interaction and engagement.
4. Open space recreation areas within the foreshore are retained and enhanced.
5. Commercial businesses along the foreshore do not encroach onto public land and remain
wholly within commercial jetty leases or freehold lot boundaries.
6. Future infrastructure planning increases green open spaces rather than reduces them.
The land use principles will help guide future decisions about uses on the foreshore.
