5. Final Consultation Outcomes
Place Design Group indicate the key themes and issues have remained broadly consistent
throughout both phases of community consultation. Some elements of the Draft Foreshore Plan
drew strong feedback and warrant more review and/or amendment to the final Foreshore Plan.
The key themes arising from the final consultation are identified in the summary report in
Attachment 1 and are further discussed below.
Chaplin Park Dog Off-Leash Area
The Draft Foreshore Plan proposed a new fenced dog off-leash area of approximately 1,000m2 in
Chaplin Park, just southwest of the Mill Street Slipway. Provision of an off-leash area responded
to clear demand from dog owners and acknowledged the available space within the park, with an
off-leash area infeasible elsewhere along the balance of the foreshore to the east.
The issue saw strong feedback, both for and against, and raised concerns with the fenced off-
leash area’s positioning, size, infrastructure requirements and utility. In response to the
feedback, the off-leash area is now proposed to be:
Relocated to the westernmost portion of Chaplin Park, delineated by a vegetated drainage
line; and
Unfenced, with an increased area of roughly 4,500m2 and allowing access to the riverbank.
The unfenced area will require minimal infrastructure (signage, doggy bag dispensers and refuse
bins) to be established. The area will require amendment of Council’s local law and provision of
some nominal operational funding.
The success of a new off-leash area will rely heavily on the behaviour and cooperation of dog
owners that use it. Since there is potential for unforeseen outcomes or impacts, it is proposed
that the off-leash area is initially established as a 12 month trial and then subject to review.
