GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018

Chaplin Park Activation
Residents overlooking or near Chaplin Park strongly objected to the Draft Foreshore Plan’s
suggestion for increased activation and additional infrastructure in the park. Valid concerns were
raised, particularly in relation to the park’s susceptibility to flooding, frequent saturation due to
rain and potential infrastructure impacts on residents’ amenity and the Park’s existing character
and natural attributes. The final foreshore plan still seeks to acknowledge that Chaplin Park
provides opportunity to accommodate greater passive recreation and community use but adopts
the following changes:
 Indicative future pathways have been relocated (noting that the Foreshore Plan is not an
      infrastructure plan and does not pre-empt or commit Council to deliver any infrastructure);
      and
 Chaplin Park’s characteristics and constraints are described in greater detail via sub-
      precincts in Section 4.1.4 to help guide future land use.
Consolidated Multi-Use Precinct at Noosa Yacht Club
The Draft Plan did not support the Noosa Outrigger Club’s requests to allow it to obtain a formal
lease and build a new clubhouse within Chaplin Park because it would mean the loss of valued
public open space and conflict with the Foreshore Plan’s land use principles. Instead, it
introduced the concept of a consolidated non-motorised watersports precinct based around the
Noosa Yacht and Rowing Club (NYRC). The intent of the new precinct is to investigate mutually
beneficial opportunities to co-locate storage and club facilities.
Prior to the release of the Draft Foreshore Plan, both the Outrigger Club and the NYRC indicated
guarded optimism toward the potential benefits of the precinct approach. However, strong
reservations and objections were received from members of both clubs in the latest consultation,
expressing concerns with:
    The Outrigger Club being forced to relocate to inadequate premises;
    Outrigger boats being unlikely to be suitably accommodated and launched at the precinct;
      and
 The complexity of the needs of the clubs and doubts about the precinct’s viability.
It is important the Foreshore Plan allays fears by conveying that the Outrigger Club will not be
forced to relocate and the status quo may remain under the current annual permit arrangement.
Other concerns about the precinct challenges and constraints were previously identified and
reported. Whilst these concerns are acknowledged, they pre-empt the scoping and feasibility
study, which is the precinct approach’s critical first step.
To more clearly communicate the intent of the new precinct Section 4.2.3 – Guiding Principles
has been added, stating:
Council will continue to investigate practical long-term solutions that consolidate clubs in a multi-
use precinct. The precinct's guiding principles are:
1. The Outrigger Club’s current presence within Chaplin Park can continue via annual
      permits.
2. Creation of a new lease or construction of club buildings at the Chaplin Park permit area is
      not supported.
3. Consolidation of non-motorised watersports clubs within a new precinct is preferred.
      Council will liaise with the clubs to investigate co-location opportunities and constraints and
      develop a precinct feasibility study.
4. New lease area requests will only be considered once a precinct plan has been adopted.
As previously reported, a fully realised multi-sports precinct has the potential to be a major
project requiring significant resources, collaboration and funding. It is recommended Council
agrees to consider a future feasibility study to initiate the project and allow further consideration.

                                                                                      Page 42 of 74
