GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018
o Community feedback was broadly opposed to commercial business expansion onto
the foreshore;
o An application to DNRME seeking consent for the commercial use would be
inconsistent with the foreshore's reserve for recreation status and DNRME policy; and
o Allowing commercial tenure over the foreshore would set a precedent and may lead
to unintended consequences. Other commercial jetty leaseholders on the foreshore
could seek similar tenure, which if successful would further decrease the community’s
access to the foreshore’s public open space.
Council continues to receive requests to “find a way” to allow NWR to conduct its commercial
functions but officers strongly caution against any approach that does not address all parties’
statutory obligations.
The Foreshore Plan allows for wedding ceremonies to be conducted on the foreshore, as Council
has always done, and provides strong support for the wedding sector in this way.
6. Amendments to Final Foreshore Plan
The following amendments have been made to the Foreshore Plan included in Attachment 2,
which is now proposed for adoption:
The Chaplin Park dog off-leash area has been relocated to the western most portion of the
park and is unfenced. The area is recommended to initially be trialled for 12 months;
The Chaplin Park pathway network has been repositioned and further wording included
within the precinct plan to better describe the park’s character and constraints; and
Further guiding principles have been added to outline the intent of the multi-use precinct
based around the Noosa Yacht and Rowing Club.
Other minor text amendments have been made to reflect the completion of the final round of
consultation and to convert the document from draft to final status.
