GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018
8. Implementation
This report’s recommendation outlines the initial implementation steps associated with the
foreshore plan project, which include:
Adoption of the Foreshore Plan to allow it to guide future land use decisions (such as
tenure requests, permit applications, development applications, temporary event
applications, and the like);
A formal request to DNRME that the Foreshore Plan be recognised as a Land
Management Plan in accordance with the provisions of the Land Act 1994;
Advice to DTMR that a new boat ramp and trailer carpark in Chaplin Park is not supported;
Inclusion of new provisions in Noosa’s draft new planning scheme to allow a kiosk at each
commercial jetty;
Initiation of the Local Law amendment process for a proposed dog off-leash area within
Chaplin Park;
Consideration of a future feasibility study for the establishment of a multi-use water sports
facility based at the Noosa Yacht and Rowing Club; and
Internal Council review of infrastructure needs and opportunities relating to:
o A multi-use roofed structure for a range of events within the eastern portion of
Chaplin Park;
o Pathway and recreational infrastructure within Chaplin Park to facilitate improved
public access and passive recreational use; and
o Additional public toilets between the existing amenities near Lions Park and Ely Park;
These actions will finalise the Foreshore Plan preparation and commence future steps to deliver
its visions. The plan is intended to operate for a 10 year horizon to 2028 but may be reviewed
from time to time, with any reviews subject to formal Council consideration.

areas;
B. Write to commercial jetty leaseholders along Gympie Terrace advising them to cease
encroachments onto reserve land;
C. Seek to develop a Memorandum of Understanding between DNRM and Council to

Figure 1 of the report; and
2. a process by which the parties consult prior to consenting to any new sub-leases or
uses.
D. Note that matters arising from conflicts with the planning scheme by commercial jetty
leaseholders are currently on hold while Council waits for advice from DNRM with regards
to their intended actions, in particular in respect of the leases being for “marine facilities
