GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018
2.1 Petitions
247 written submissions were received through Council's online submission portal over a four-week period.
Four (4) petitions were received in conjunction with written submissions. Further details of these petitions
have been outlined below.
1. ‘Save Our Greenspace’ with 37 signatures
A petition with 37 signatures was lodged as part of a written submission, objecting to the recommendation
within the Draft Foreshore Master Plan for future activation and possible infrastructure in Chaplin Park.
The petition requested the preservation of Chaplin Park as parkland designated for passive recreation. Key
concerns raised in the petition included:
- Detailing the purpose of the original dedication of land to Council;
- Pollution from dogs if a dog park is to be implemented;
- Impacts on flooding in the area;
- Threat to existing wildlife and biosphere;
- Consideration to Native Title, and
- Ongoing issues with car parking on Hilton Terrace and Gympie Terrace.
The petition acknowledges Chaplin Park as being the last portion of parkland on the foreshore that provides
for passive recreation, and requests that it remains unchanged.
2. ‘Noosa Shire Council: Gain approval to use neighbouring parkland to enable wedding events to
occur’ with 2,600+ signatures
The petition was in opposition to the Draft Foreshore Master Plan's recommendation opposing the Noosa
Waterfront's request for ongoing commercial use of adjacent parkland to conduct commercial functions
and that no new commercial leases would be granted on the foreshore.
The Draft Foreshore Master Plan does not support exclusive commercial use of any area of the foreshore
reserves but does support the continuation of wedding ceremonies to occur, with single issue wedding
ceremony permits.
The petition requests Noosa Shire Council review the proposed restrictions on this area of parkland, to allow
the Waterfront Restaurant to use the grassed area serve drinks and food.
The petition also requests Noosa Shire Council negotiate with relevant State agencies to reach a resolution
to establish a commercial lease enabling long term use of the area, for the uses described above.
The petition was published online at www.change.org and acquired over 2,600 signatures.
3. ‘Save Noosaville Foreshore — Stop Waterfront Grab’ with 1,100+ signatures
Noosa Residents and Ratepayers Association Inc (NSSRA) and Noosa Park Association created an online
petition in conjunction with their written submission, which acquired 1,138 signatures.
The petition opposes any further commercial expansion along the Noosaville Foreshore, ensuring that the
parkland remains accessible to the public. The petition supports the recommendations outlined in the Draft
Foreshore Master Plan to restrict the granting of any new commercial leases. The petition requests Council
to ensure compliance is enforced to ‘maintain a level playing field for businesses’ ensuring there is no
inappropriate development and use,
The petition recommends the Foreshore Master Plan continues to allow wedding ceremonies in designated
place
