GENERAL COMMITTEE MEETING AGENDA 14 MAY 2018
A summary of the key recommendations for the Final Foreshore Master Plan resulting from the final stage
of community consultation are detailed below.
Noosa Outriggers Canoe Club (NOCC)
The Foreshore Master Plan will provide additional detail clarifying that it does not prescribe a forced re-
location of the Noosa Outriggers. The Foreshore Master Plan aims to provide guidance around future
decision making regarding the ongoing use of the foreshore area.
Council acknowledges the difficult logistics of launching and storing outrigger canoes. It is recommended
that the canoes can continue to be stored in their current location, but Council will seek to investigate
practical long-term solutions that consolidate clubs in a multi-use precinct. The precinct's guiding principles
are proposed as:
1. The Outrigger Club's current presence within Chaplin Park can continue via annual permits.
2. Creation of a new lease or construction of club buildings at the Chaplin Park permit area is not
supported.
3. Consolidation of non-motorised watersports clubs within a new precinct is preferred. Council will liaise
with the clubs to investigate co-location opportunities and constraints and develop a precinct feasibility
study.
4. New lease area requests will only be considered once a precinct plan has been adopted.
Commercial Encroachment
It is recommended that the Final Foreshore Master Plan continues to reinforce the definition of a kiosk, to
provide a clear and measurable mechanism for future compliance efforts in relation to commercial leases
within the foreshore.
The Foreshore Master Plan will continue to be clear in requiring commercial activities to remain wholly
within commercial lease areas or commercial premises to ensure the foreshore remains recreation space
accessible to the community.
It is recommended that the Foreshore Master Plan maintains the position that no new commercial leases
will be supported within the foreshore. This includes the portion of parkland adjacent to the Noosa
Waterfront Restaurant. The Foreshore Master Plan will continue to support wedding ceremonies,
prescribing single use wedding ceremony permits in allocated areas within the foreshore. Wedding
ceremony permits will not have an annual limit.
Chaplin Park
The Foreshore Master Plan will initiate investigations into providing further activation in Chaplin Park,
including improving public facilities such as pathways and seating.
The Foreshore Master Plan seeks to better utilise the large area of land in Chaplin Park for greater levels of
low-impact activity and to ease pressures on other areas of the foreshore that experience high levels of use.
The Foreshore Master Plan will continue to support a designated off-leash dog area, and a new undercover
structure available for public use within the park.
Off-leash Dog Park
It is considered that there is sufficient space within Chaplin Park to provide for a designated off-leash dog
place
