     1. INTRODUCTION

1.1 Subject Land
Gondwana Ecology Group has been requested to undertake an ecological assessment of the land at
28 Eenie Creek Road, Noosaville (the subject land). The subject land is formally identified as Lot 3 on
SP 246584. The subject land area comprises some 32ha and aerial photograph identifying the area is
provided as Attachment A. The western portion of the subject land is developed as the Noosa Civic
Centre and ancillary infrastructure. The balance vegetated land to the east is the subject of the
application.

The subject land is zoned as Shire Business Centre with some areas as Conservation Open Space.

A series of Photo Plates are attached to this document to illustrate the natural character of the subject
land.

1.2 Background
Noosa Council (Council) has issued a request for further information (IR) dated 21 December 2018,
which identifies several ecological matters to be addressed, as follows:

     •    Item 8. Provide evidence the requirement of the Nature Conservation Act 1992 have been met
          in relation to protected plants.
     •    Item 9. Provide an up to date flora and fauna assessment of the habitat values which will be
          impacted upon by the development.
     •    Item 13. Provide a concept management plan for the open space areas which addresses the
          management of these lands, including bushfire, tree/limb drop, weed control and other
          matters as deemed relevant.

1.3 Scope of Works
The scope of works is primarily to address Council’s IR with respect to current flora and fauna values
with other ecological issues (as identified above) addressed where possible, as follows:

     •    This document encompasses an up to date analysis/consideration of the sites’ biodiversity
          values. Historical reporting for the subject land and broader area have also been considered.
          This document is provided to address Item 9 of the IR.
     •     Detailed flora survey and reporting to the State in compliance with the NC Act. (Note: this is
          to be lodged separately to the Department and Council will be notified following
          acknowledgement from the State). This addresses Item 8 of the IR.
     •    The management of the open space areas is addressed in this report with the provision of an
          Open Space Management Concept. Given the location, size and condition of these areas this
          is not intended to be overly complex. This addresses Item 13 of the IR.
