While the cessation of the bowls club use will affect the current 125 members, this can hardly be
considered a ‘community’ impact, given the small and specific part of the community the current
members represent. The cessation of the bowls club use will occur regardless of the outcome of the
subject application.

It is therefore important to acknowledge that maintaining the status quo is not an option.

While the land may currently be included within the Community Services Zone, the land is neither
community land in ownership nor use. The Community Services Zoning does not guarantee the use
of the land for ‘community’ purposes. Under the current Noosa Plan, consistent uses for the
Community Services Zone include Multiple housing Type 3 Retirement & special needs. This means
that the land could be developed for a retirement village comprising self-contained dwelling units for
over 50’s as a secure gated environment, fully complying with the planning scheme. It is debatable
whether this would provide a community service.

While the proposed development may not be a use contemplated under the current Community
Services Zoning, the overall development and use will provide for increased community access and
social use of the land, consistent with the intent of the overall outcomes for the zone, which includes
the provision for infrastructure, indoor recreation, education, social and safety needs of the local
community…

Community benefits from the development include:

• Delivering some of the key outcomes of the Noosa Junction Placemaking Strategy:
o to create a ‘green plaza’ by extending Arcadia Street, through to the northern side of
Sunshine Beach Road and south to Pinaroo Rotary Park, to link disparate elements, bring
nature into the centre and provide an identifiable community space
o to improve the frontage and interface along Pinaroo Rotary Park
o a new link road between Noosa Drive and Arcadia Street, running alongside the northern
boundary of Pinaroo Rotary Park, has been identified as a way of enticing and attracting
people into the heart of Noosa Junction, whilst also activating the Pinaroo Park edge.

• Activating the edge of Pinaroo Rotary Park enabling a safe environment for the establishment of a
children’s playground within the park to be created (identified as Cockatoo Playground under the
    Noosa Junction Placemaking Strategy).

• Providing improved pedestrian and cyclist networks.

• Refurbishment of an existing social venue and opening the use to the wider community

• Providing greater shopping choice, amenity and local convenience.

• Stimulating additional employment opportunities in the local area.

9. Dem onstrate how stages 1 and 2 can operate independently.

Response:
Amended proposal plans and landscape plans prepared by Mode Design are attached. These plans
demonstrate that an appropriate streetscape outcome can be achieved with stage 1 development and
provide for improved front entry presentation and pedestrian connection. While stage 1 provides for
carparking and open space within the stage 2 areas, this is temporary usage only until such time as
stage 2 is developed. The temporary carparking provided in these areas is surplus to stage 1 needs
