Previous Council Consideration

Council considered the Operational Plan, 2017/18 Budget and Organisational Structure at its
Special Meeting on 15 June 2017. At that meeting, Councillors identified a number of required
minor amendments and these changes have been incorporated into the final documentation.

Finance & Risk

Finance

Adoption of the annual budget is required under section 107A of the Local Government Act 2009
to provide Council the power to levy rates and charges, charge fees and expend funds on delivering
services to the community.

Risk

Council will breach section 107A of the Local Government Act 2009 should it fail to adopt the
annual budget before 1 August 2017. Council is also required to adopt an annual Operational Plan
and organisational structure under sections 104 and 196 of the Local Government Act 2009.


Consultation

External Consultation - Community & Stakeholder

Council has consulted with relevant groups including the Hastings Street Association, Noosa
Junction Association, Noosa Waters Residents Association and Tourism Noosa in relation to levies
as required during the budget process.

Internal Consultation

The budget has been developed on a build from base approach by budget managers, and
subsequently reviewed and finalised through a series of workshops with Councillors and the
Leadership Team.
