Town Planning Report
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
For further details, refer to Section 3.2.9 Current Approvals and Figure 3 – Aerial Photograph.
3.2.2 Road Frontages, Site Access, Servicing and Parking
The site is located to the south-west of the Eenie Creek Road and Walter Hay Drive intersection. The site
includes an approximate 180 metre frontage to Eenie Creek Road to the north and an approximate 950 metre
frontage to Walter Hay Drive to the north-east and east. The site also includes an approximate 650 metre
frontage to Hofmann Drive to the west.
The site currently includes four vehicular access points. The first is located to the east on Walter Hay Drive.
Access arrangements at this location include a three-legged roundabout, with two legs forming Walter Hay
Drive and the third providing access to the site. Pedestrian access is also provided at this location via a
concrete footpath. This site entry point allows access to existing car parking via an internal access road which
is located in an east-west alignment across the site. This access road connects in the west to the site’s second
access point on Hofmann Drive, which is also formed by a three-legged roundabout. Pedestrian access, via a
concrete footpath, is also provided at this location.
Two additional access points are provided from Hofmann Drive, the first located to the south of the internal
access road. This access point is a non-signalised “T” intersection and provides vehicular access to car parking
areas. The fourth access point is located in the south-west of the site and is formed by a four-legged
roundabout at the intersection of Hofmann Drive and Rene Street. This location provides access to the on-site
servicing area at the rear of the main building.
Servicing areas are provided at the rear of the main building and the rear of the Emporium building. The
Emporium servicing areas are accessed from the internal access road which runs from Hofmann Drive in the
west to Walter Hay Drive in the east. The main building’s servicing areas are broken into two parts, with the
western part being accessed from the fourth access point and the eastern part being accessed from the internal
access road.
At grade car parking areas are generally located within the centre of the site and are bounded by the major
retail buildings.
Please refer to Appendix D – Traffic Impact Assessment for further information on the existing access,
parking and servicing arrangements.
3.2.3 Significant Flora and Fauna and Waterway Values
That part of the site upon which the existing Noosa Civic has been constructed has been extensively cleared
and developed.
The area of the site on which the proposed development is to be constructed is currently vegetated. This
vegetation is identified as being Category X vegetation, being vegetation which is not regulated under the
Vegetation Management Act 1999 (VMA). It does not contain vegetation which is identified as essential habitat
under the VMA.
With the exception of the Koala (Phascolarctos cinereus), there are no species listed as threatened under the
Nature Conservation Act 1992 (NCA) or the Environment Protection and Biodiversity Conservation Act 1999
(Cth) (EPBC Act).
Potential habitat for the Elf Skink (Eroticoscincus graciloides), identified as vulnerable under the NCA, is listed
as being located on the site.
The site is mapped as being located in a Koala Assessable Development Area under the South East
Queensland Koala Conservation State Planning Regulatory Provisions, containing medium value bushland
habitat and low and medium value rehabilitation areas as well as some areas generally unsuitable for koala
habitat. An ecological assessment conducted by Cardno determined that approximately 3,118 koala habitat
trees will be affected by clearing associated with the development footprint of the proposed development.
The SEQRP 2009 identifies Noosa as one of a number of general locations of major koala populations.
