5.2.5 State Planning Policy
The State Planning Policy was released in December 2013 and has subsequently been amended in July 2014.
As required by section 314(2)(d) of the SPA, an assessment manager must have regard to State Planning
Policies, if they are not identified in the planning scheme as being appropriately reflected in the planning
scheme. The State Planning Policy is not reflected in The Noosa Plan.
Part E of the State Planning Policy includes interim development assessment requirements, which are
applicable where the relevant planning scheme has not yet appropriately integrated the State interests in the
State Planning Policy. The requirements contained within Part E relate to the following State interests:
liveable communities;
mining and extractive resources;
biodiversity;
coastal environment;
water quality;
natural hazards;
emissions and hazardous activities;
state transport infrastructure; and
strategic airports and aviation facilities.
Of the State interests listed above, the development is identified on State Planning Policy mapping as
potentially affecting the following:
biodiversity – material change of use on land relating to a matter of State environmental significance;
coastal environment – material change of use on land in a coastal management district;
water quality (receiving waters) – material change of use for urban purposes that involves a land area
greater than 2,500m2 with an impervious area greater than 25 per cent of the net developable area;
water quality (acid sulfate soils) – land at or below 5 metres AHD where the natural ground level is
below 20 metres AHD, where excavating or otherwise removing 100 cubic metres of more of soil or
sediment; and
natural hazards – material change of use on land within a flood hazard area and bushfire hazard area.
An assessment against the relevant sections of the State Planning Policy is provided under Section 6.3 -
State Planning Policy of this report.
