and Walter Hay Drive.
Therefore in light of the above assessment, the proposed expansion is considered to be consistent with the
DEOs for commercial and retail uses within the Noosa Shire.

Applicant’s Response
The proposed expansion involves new building work on land located adjacent to the existing Noosa Civic. The
development is to complement and support the existing centre, as reflected in the site plan, which provides for
a number of linkages and connections between the two components. These linkages will further improve
legibility and pedestrian permeability throughout the SBC. As an expansion of the existing Noosa Civic, the
proposed development is compatible with existing development on the site.
The containment of the bulk of the development within the boundaries of Precinct E1 whilst maintaining
predominantly an 8m vegetated landscape buffer to the internal loop road serves to reduce visual amenity
impacts and promotes landscape and natural character values that are present within the Noosa Shire.
Whilst vegetation clearing is required, in conflict with overall outcome l), clearing is limited to the development
footprint and maximises tree retention within Covenant J. Clearing during construction will occur sequentially
under the supervision of a spotter catcher. An offset will also be provided for the clearing of koala habitat trees
in accordance with the Queensland Environmental Offset Policy 2014, which will also act to offset the impacts
of clearing on other MSES. Provision of an offset under the Environmental Offset Policy 2014 will also
compensate for local environmental impacts (matters of local environmental significance).
