Town Planning Report
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
Although the proposed expansion does not involve any residential land uses, the development will provide
retail and commercial uses which provide residents and visitors with a range of goods and services. The retail
need report provided in Appendix J demonstrates that there is a need to provide these services for the benefit
of residents.
The proposed development is consistent with the Priority Infrastructure Plan and does not fetter its
implementation. A public transport hub is not proposed as part of this application, however there remains an
opportunity for such a facility to be provided on the site in the future in the location identified by Map SBC. No
new roads are proposed under the PIP which are affected by the proposal. Investigations to date reveal
sufficient capacity exists within the existing water supply and sewerage service networks to cater for the
proposed expansion of Noosa Civic. Those investigations will continue with Noosa Shire Council and
UnityWater following the lodgement of the application.
The proposed expansion will not adversely affect the aesthetic values of the Noosa National Park, which is
located to the east of the site, on the opposite side of Walter Hay Drive, nor will the development adversely
impact on the reserve areas located to the south, south-east and south-west of the site.
Noosa’s major road network is capable of accommodating the proposed expansion, the function, safety and
visual amenity of which remains protected (refer to Section 7.0 and Appendix D – Traffic Impact
Assessment to this report).
The proposed development will contribute the local economy through significantly increased employment
levels, directly and indirectly, during construction and from its ongoing operation (refer to Section 8.3 and
Appendix J – Retail Needs Assessment to this report). The site remains well serviced by public transport
with a bus stop provided in front of the existing Noosa Civic. Whilst an inter-regional transit facility is not
proposed as part of this application, the proposed development does not fetter the opportunity for such a facility
to the provided in Precinct E6 – Employment (Business Offices & Transit), as identified by The Noosa Plan, in
future.
The proposed expansion is therefore consistent with the overall outcomes for development in the Noosaville
Locality, except for the identified conflict with l) by virtue of clearing vegetation, thereby not retaining it in its
natural state.
