         constructing servicing access on a podium to minimise the development footprint on potential Wallum
            Froglet habitat;
           incorporating stormwater management devices to ensure there are no downstream impacts;
           implementing a Construction Environmental Management Plan;
         undertaking sequential clearing of vegetation under the guidance of a spotter catcher; and
         implementing a CIMP to manage potential edge effects to the covenant area.
To the extent that the impacts of the proposed development cannot be avoided or mitigated, it is intended to
provide an offset for the clearing of koala habitat trees in accordance with the Queensland Environmental
Offsets Policy 2014. Offsetting koala habitat trees also acts to offset the impacts of clearing on other MSES
as well as compensate for local environmental impacts (matters of local environmental significance) as outlined
in the response to the Biodiversity Overlay Code.

7.6.1 The Interrelationship between Precinct OS7, Covenant J and the Open Space
                 Conservation Zone
The vegetated area of the site that separates the existing Noosa Civic from the expansion area is affected by
three separate designations, being:
           Open Space Conservation Zone;
         SBC Precinct OS7 – Open Space (Environmental Drainage); and
         Covenant No. 710227518 over part of Lot 3 on SP246584, described as Covenant J in Lot 2 on
            SP182845 (Covenant J).
The three designations are broadly, but not precisely, aligned, and consistent in area.
Covenant J and SBC Precinct OS7 comprise an area of approximately 13,000m2 4, while the Open Space
Conservation Zone is smaller in area at approximately 12,171m2.
The locational interrelationship of the three designations is illustrated in Figure 7.6 below.
