Dear Andrew Gaffney,
Attention: Mr Andrew Gaffney
Dear Sir,
Re: MCU - Information Request - Engineers Letter
At: 203 – 207 Gympie Terrace, Noosaville QLD 4566
With reference to the abovementioned project, RECOR’S stormwater management report
(20230025-SWMP01, Date: 30/05/2024, Rev 1) and upon review of the Information Request
issued by Noosa Council (Reference: MCU24/0074, Date: 08/07/2024), RECOR have
included a summary response to the information request items below. The civil design have
been revised as required to reflect these addressed items and have been attached to this
letter.
Please note, the civil drawings now reflect the latest revised architectural drawings by Arkos
Architects (Project No. 2404, Date: 12.12.2024, Issue: A).
• Item 23 – The drawings have been updated to include the new bioretention basin
location and size.
• Item 28 – The drawings have been revised to include the updated carpark,
motorcycle and loading bay dimensions and turning circles (swept paths) for B99
vehicles only.
• Item 33 – The drawings have been revised to include commentary notes advising
that commercial waste will be taken in wheelie bins to Thomas street every morning
and residential waste will be taken via wheelie bins once a week to Albert street. No
waste vehicles will require access to site.
• Item 34 to 36 - commentary on how the performance of the water quality and
drainage code has been addressed has been outlined below:
As the proposed development site is greater than 2,500m2 in area, the development will
be required to meet water quality design objectives outlined in the State Planning Policy
(2017) and Council’s Water Quality and Drainage Code (2020). The proposed development

site will be required to achieve the following design objectives for operational stormwater
quality.

Details of the proposed treatment train are provided in RECOR’S SWMP. Further details of
the proposed devices and preliminary sizing are provided below. Locations of the
proposed devices are shown on the revised civil drawings.
Bioretention Basin
Table B in Appendix 2 of the State Planning Policy (2017) states that “In lieu of modelling,
the default bio-retention treatment area to comply with load reduction targets for all
Queensland regions is 1.5 per cent of the contributing catchment area”. MUSIC modelling
has not been undertaken for sizing of the proposed bioretention basin. The proposed
bioretention basin has been sized at 1.5% of the contributing catchment area in lieu of
MUSIC modelling.
It is proposed to provide a bioretention basin design for this project generally in
accordance with the following typical section.
Figure 1 -Typical Cross Section of a Bioretention Basin
P +61 7 5211 1003 A 75 Noosa Drive, Noosa Heads Qld 4567 E [email protected] recorconsulting.com
Page 3
The bioretention basins will be designed in accordance with Water By Design’s Bioretention
Technical Design Guidelines (2014). Planting will be provided in accordance with Council’s
requirements.
Atlan Basin
The Atlan Basin is an advanced prefabricated, compact and self-contained stormwater
treatment system that provides similar treatment to a bioretention area.
Preliminary sizing was requested from Atlan for the proposed Atlan Basin. Atlan undertake
their own in-house MUSIC modelling and provide recommended sizing for their products
to meet the required water quality objectives. Attached in Appendix A is a drawing of the
recommended unit. Below is a typical detail of the proposed unit.
Figure 2 -Atlan Basin Typical Detail
Atlan have recommended that their Stormsack product is installed to all inlet pits upstream
of the Atlan Basin to collect Gross Pollutants at source.
The Atlan Basin is a SQIDEP certified device having treatment efficiency that meets the SPP
water quality objectives. Below is output provided by Atlan from their MUSIC model for this
particular site. The modelling indicates that the proposed unit meets the water quality
objectives for the site.

Figure 3 - Atlan Basin – Treatment Train Effectiveness
Atlan Hydrochannel
The Hydrochannel is an insert that can be placed inside a channel grated drain of 300mm
wide, and at least 450mm deep. It is designed for areas that would benefit from at source
stormwater treatment, which would otherwise be bypassed. This allows stormwater from
high traffic areas (car parks and roads), industrial areas and metal roofs to be cleaned at site
level, and then discharged locally.
The Atlan Hydrochannel is a SQIDEP certified device having treatment efficiency as shown
in Table 2.
Table 2- Tested Treatment Efficiencies
Pollutant Efficiency (%)
Total Suspended Solids (kg/yr) 88
Total Phosphorus (kg/yr) 69
Total Nitrogen (kg/yr) 67
Gross Pollutants (kg/yr) 100
The hydrochannel is proposed to capture and treat runoff from the driveway area. A surface
solution is required in this location due to limited cover and depth to invert of existing
downstream drainage pipes.

Page 5
• Item 37 to 39 – Upon review, there is a none net worsening of site conditions in
regards for potential flooding when comparing existing to the new development
finished ground levels. All surface drainage is directed towards new on site drainage
pits connected to the existing stormwater system and or overland flow is directed to
existing kerb and channels.
• Item 40 and 41 – The drawings have been revised to include an updated
earthworks layout.
Trusting the above is to your satisfaction and should further information be required please
contact this office.
Yours faithfully,
RECOR Pty Ltd

Conditions The limitations of the acceptance of these claims include;
• The results are for a road-based catchment. The results lie within acceptable inflow
limits for this type of catchment and based on the analysis are found to be acceptable.
This does not necessarily relate to other catchment types, though it noted that hard
stand catchments will behave similarly. Cleaner, roof catchments
may not achieve the same pollutant reduction targets;
• The results are for a hydraulic loading rate up to 250m/year. Should the hydraulic load
rate exceed this, the results and life expectancy of the media would be expected to
decline in line with excessive loading on the device;
• The results are reliant on the maintenance of the device being consistent with the
manufacturers guidelines and those that are contained in the report. Most importantly

the cleaning of the Storm Sack and filter cartridge at regular intervals;
• The life expectancy of the device and the media is unknown. In discussions with the
manufacturer the testing is consistent to at least the 6 year mark. It is suggested that
an estimated lifespan of both media and the whole device be written into any technical
guidelines as the filter material will deteriorate over time;
• The acceptance of these results is reliant on the installation being similar to that shown
in this analysis. Alternative installations may result in different outcomes;
• Designs & Installations of the SPELBasin® are in accordance with the SPEL Stormwater
SPELBasin® Technical Guidelines; and
• If the media is observed to not fully drain down to its lowest level within 2 hours
following an event, investigate the media permeability, and if required replace media.
