SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 OCTOBER 2018

future budget allocations undertaken via the Capital Works Project Control Group and
     Capital Works Executive meetings.
 Maintenance and whole-of-life costs - The project will need to consider the future costs of
maintaining the playground and appropriate levels of depreciation, so that it can be
adequately incorporated into Council’s asset base and operations budgets. The Internal
Working Group will assist in ensuring these elements are identified and managed early.
 Variations during design and construction - There will be a need to consider procurement
methods for the various project phases, the form of contracting to be used and the
appropriate selection of contingency amounts in order to minimise Council’s risk exposure
     to potential cost overruns.
 Flooding - the playground is sited in a location prone to flooding. The design of the
playground will take this into account with flood-resilient infrastructure a required outcome,
along with a flood study by a specialist consultant on the impact of the site development on
     local flooding generally.

Time risks that have been identified include:
 Decision-making on project-related change - the project will need to consider change
management on the project and ensure timely decision-making is undertaken in order to
     not delay the delivery schedule.
 Schedule for delivery - the schedule to deliver the project requires a large number of tasks
and activities to be simultaneously undertaken in order to successfully deliver the
playground by December 2019. Prioritisation of critical items that directly impact on the
developed project schedule will be continually implemented and updated as required.

Safety Risks that have been identified include;
 Risk-based play - the vision for the playground to date has included a number of internal
discussions around the levels of risk-based play elements that should be incorporated and
how Council can best engage this when considering options for the design. The project
design and delivery team will discuss and review on an ongoing basis the risk appetite for
Council on this, and how to best capture in the design and the final playground operational
plans, the most appropriate outcomes that reflect this.
 Risks to pedestrians and local traffic - the impact of the number of users of the playground
on the local streets and pathways in Cooroy town has been anticipated as potentially
causing problems with excessive carparking at the Library, unsafe pedestrian crossings
along Maple Street particularly adjacent to the Library, and unsafe ad-hoc carparking near
the Cooroy Creek bridge. Costed design solutions for mitigating these risks have been
prepared to allow project initiation for future funding consideration. Refer ‘Emergent Works’
under Finance Risks above for further discussion.

Stakeholder risks that have been identified include:
 Playground does not meet community expectations - the External Reference Group will
assist in ensuring an ongoing dialogue with the community on what the playground design
     and outcomes/benefits will be.
 Lack of stakeholder engagement - whilst initial stakeholder engagement has already
commenced by project staff, the establishment of the External Reference Group will
formalise this process and ensure that key identified parties have been consulted, or will
continue to be consulted with, throughout the course of the project.
