6.3.3 High Density Residential Zone Code
  6.3.3.1 Application
  This code applies to:­
  (a)   assessable development on land within the High density residential zone as identified on the zoning maps contained
        within Schedule 2 (Mapping); and
  (b)   acceptable development subject to requirements and identified as requiring assessment against the High density
        residential zone code by the tables of assessment in Part 5 (Tables of assessment).

  6.3.3.2 Purpose and overall outcomes
  (1)   The purpose of the High density residential zone is to provide for:
        (a)   high density multiple dwellings; and
        (b)   community uses, and small­scale services, facilities and infrastructure, to support local residents.
  (2)   The overall outcomes sought for the High density residential zone are as follows:
        (a)   The High density residential zone provides housing for permanent residents.
        (b)   The character of high density residential neighbourhoods varies due to factors such as proximity to beaches,
              the Noosa River, centres, topography, availability of views, the established vegetated character, the age of
              development and open space provision.
        (c)   Development makes a positive contribution to the desired character of the residential neighbourhood by
              achieving small scale well­designed buildings and landscaped outcomes that enhance an open and green
              streetscape.
        (d)   The bulk and scale of development located on that part of the site in the High Density Housing zone is
              consistent with the building height, plot ratio and site cover required by the performance outcomes of this code.
        (e)   New uses are located, designed and managed to be compatible with permanent residential living.
        (f)   The intrusion of incompatible uses, or uses which are more appropriately accommodated in other zones is
              avoided to protect land for higher density attached housing.
        (g)   Multiple dwellings of various sizes and some communal housing models, to the exclusion of dual occupancy
              and dwelling houses, are provided to meet the needs of different households.
        (h)   Development caters for both the current and projected demographic, economic and social profile of the area,
              including one and two­person households, households on low to moderate incomes and residents with reduced
              mobility.
        (i)   Small multiple dwellings are integrated within the high density residential built form to increase housing choice.
        (j)   Development incorporating affordable rental premises is incentivised.
        (k)   Development incorporates accessible housing.
        (l)   Mixed use development at 247­257 Gympie Terrace, Noosaville is predominantly residential with non­residential
              uses located at ground level except for office uses which may be located above ground level.
              Development provides a range of local services, shops, retail or dining with residential dwellings located above
              ground level.
        (m)   48 Noosa Drive, Noosa Heads is developed primarily for dwellings for permanent residents and key workers,
              with a maximum of 40% of the developed gross floor area being utilised for low­cost accommodation, designed
              and developed to be compatible with permanent residential uses on the site and surrounding areas.
        (n)   Home­based businesses allow residents to operate discreet businesses which are compatible with high density
              living and the residential character and amenity of the surrounding area.
        (o)   The use of dwellings for short­term accommodation is limited to four times and 60 days per calendar year and
              is within the applicant's principal place of residence.
