Permanently fixed external screening devices complement the

upward component of light where mounted horizontally
(i.e. a full cut off luminare).

Outdoor or semienclosed common areas used for serving or
drinking alcohol, or designated outdoor smoking areas are:
(a) setback at least 15 metres from the boundary of land in
a Low Density Residential Zone, Medium Density
Residential Zone or High Density Residential Zone and
screened by a 5 metre wide buffer densely planted with
trees and shrubs including species from 1 metre to 8
metres in height; or
(b) located internally to the arrangement of buildings on
the site.
