Overall, we contend that clear and interchangeable uses are a fundamental requirement for this
development. This approach creates places which are suitable for a range of purposes; that work for
owners / employers, employees and customers; and that accommodate varied uses rather than one
specialised activity. These matters are further addressed in response to the items below.

Finally, an Undefined Use can be proposed under the planning scheme and we remain of the view
that this is the most effective approach to creating flexibility for the smaller incubator type tenancies
whilst also allowing a range of tenancies commonly found in most large format retail precincts
throughout South East Queensland.

Information Required
    2. Shop and showroom uses raise concerns. Please provide assessment identifying how the
proposed large retail shop and showroom uses meet the intent of O146 – O148 of the
Noosaville Locality Code. Further information is required below in the Economic impact
       section
Response to sub-item 2:
Further to the response to sub-item 1 above, we restate the noted parts of the Noosaville Locality
    Code (for precinct E5) being:

O146 Development provides for the expansion of the Noosaville Industrial Estate

O147 Development in Precincts E4 and E5 recognises the role these precincts play in linking
the Noosaville Industrial Estate to the Business Uses and open space functions within the
        Shire Business Centre site

0148 The nature, design and operation of any use in Precinct E4 and E5 is compatible
and has strong relationships with development in other precincts, in particular, Business
Uses in Precinct B3 (emphasis added)

The key principles of these specific outcomes relate to creating a complete or legible urban structure
that supports the clustering or co-location of certain uses; responding to the realities of market
influences on development mix and delivery; and creating a place that is perceptibly distinct, but which
strengthens local identity.
We contend that the Noosa Marketplace delivers on these key principles and provide the following
response to the specific outcomes:
Employment Precinct E5 - 0146 Response
It is noted that the expansion is not defined around specific land uses or a desired outcome,
nonetheless the proposal allows for the integration and expansion of the Noosaville Industrial Estate.
As shown in Figure 5, this western part of the site includes a number of tenancies suited for light
industrial or small incubator uses.
The proposed development is consistent as it allows for low impact industry which is defined as:
Low impact industry – premises used for industrial activities that include the manufacturing,
producing, processing, repairing, altering, recycling, storing, distributing, transferring, treating
of products and have one or more of the following attributes:
