Tenancy T18 is almost wholly within precinct B3. These floor plates also provide for future
adaptive reuse included in the Undefined Uses categories, for example Health Care Services
and/or Indoor Sport and Recreation;
2. The small-scale nature of over half of the tenancies (T05 to T10 & T12 to T14) provides small
businesses with opportunities to establish in an efficient and economical manner, mixing with
other business owners, and forming relationships linked by the daily rhythms of business activity.
The co-location and clustering of the incubator tenancies, in flexible floor plates, delivers organic
and affordable opportunities especially for those in the start-up phase. This is a consistent intent in
precinct E5 and the Draft Plan Round 1;
3. The intended Retail Showroom and Shop use definition as components of the Undefined Use
clearly identify Gross Floor Area restrictions (being tenancies either greater or less than 300m²)
and clear limitations on certain types of tenancies where applicable i.e. shop – does not include
supermarket, department store or discount department store
4. Based on points 1 to 3 above, of the remaining proposed tenancies, only 7 (of 21) tenancies being
T03, T04 and T11 (Building 1) and T01, T12 and T16 to T17 (Building 3) are suitable as ‘Retail
Showroom’. These allow for a further maximum of 5,865m² GFA which as per the response to
Issue 2 sub-item 5 below, is well within the current undersupply for this type of large floor plate
tenancy (See below Figure 5 for more details);
5. Of the other use definitions within the Undefined Use definition, the commercial business uses of
office and health care services would again be considered consistent in Precinct E5. Noting the
economic findings in sub-items 5, 6 & 7 of this response, this supports the proposed retail
showroom tenancies;
6. The larger T01 tenancy is also intended to be Retail Showroom, however its 2,760m² floor plate
could also be adapted for the commercial business uses of office and health care services, which
would again be considered consistent in Precinct E5.
7. In pre-lodgement discussions, Council recommended the inclusion of Indoor Sport and Recreation
use and which could fit within any of the tenancies above. If considered necessary, the applicant
supports limiting this use to be located in only tenancies up to 700m² and to include a restriction
that no more than 2 tenancies are in use for this purpose at any one time.
8. In terms of food and beverage offer, as recognised in part by Council in sub-item 13 of this
response, the intended consolidation in Building 2 (tenancies T021 and T022) is considered
proportional to the on-site workers and customers’ needs given its central location within the site
and floor areas including potential outdoor dining totalling around 265m² (or 2% of the developed
building’s footprint).
9. The proposed hotel (as part of a low impact industry tenancy) and bar uses seek to bring a level of
activity and amenity to the site to deliver extended activity that helps to create Noosa Marketplace
as an urban destination. These types of tenancies operate for an extended part of the day and are
befitting of the site’s centre location and the investment in public and private infrastructure in the
area. If considered necessary, the applicant supports limiting these uses to be located in only
tenancies up to 150m² and to include no more than two tenancies being used for these purposes
at any time;
