• The Marketplace at Building 1 includes floor plates for small-scale and incubator businesses,
including Low Impact Industry and Bar. These are located immediately adjacent to the west of the
site and adjoin industrial uses where impacts will be of a similar or lesser nature;
• The larger floor plate tenancies have distinct loading and unloading requirements that are more
intensive than those in the Marketplace building. These are ideally located to the north and west,
maximising the natural buffer afforded by the covenant areas to Eenie Creek Road, and which as
response to sub-item 35(b) has been further enhanced by additional landscaping that will be of
planting density, depth and height at maturity that corresponds to the proposed built form;
• Positioned centrally at the heart of the Noosa Marketplace, the food and drink pavilion has 2 small
tenancies, being less than 2% of the overall proposed floor area, in an ideal location to provide
food and beverages to the businesses, workers and public visiting the site;
• The multi-level office is positioned at the gateway to site, opposite established businesses in the
adjacent commercial precinct of Noosa Civic; and
• Council concerns regarding the extent of car parking are unjust given the position of the gateway
office building and existing and augmented vegetated covenant areas that effectively screen the
majority of these views.
In terms of the operation of the site, none of the intended uses could be considered to include
significant adverse changes to the light, air quality, noise, accessibility or other conditions enjoyed by
users of the wider Shire Business Centre or adjoining Noosaville Industrial Estate.
Where residential uses are located nearby in the locality (closest being 450m south east), there
includes sufficient buffer through both distance and from significant vegetated areas to ensure that the
intended land uses and their anticipated hours of operation would not unreasonably impact on the
amenity of the locality.
Whilst no quantitative risk assessment is presented, the expected levels of on-site activity through the
day and into the evening are commensurate with the Shire Business Centre, and/or likely to be less
than the combined activities at the adjoining Noosaville Industrial Estate. For instance, the adjoining
Boral Concrete Noosa plant at 1 Production Street includes approval for 24/7 activities (with opening
hours from 6am to 4pm each day).
The positioning of the buildings on site are located, designed and operated to avoid intrusive visual,
acoustic or odour impacts this includes:
• The arrangement of buildings around parts of the west, north and east perimeter manage key
interfaces sensitively and are advantageous in the context to the dense vegetated covenants
areas;
• The breaks in buildings reduce the mass of the buildings, remove negative spaces and provide
dedicated areas that are passively ventilated and naturally lit;
• Building entrances are lockable after hours, well-lit and adjoin public areas that are subject to both
active and casual surveillance;
• The building design includes modern construction materials suitable for their environment and
which include passive design elements including:
− Walls – Precast concrete tilt panel;
